I believe we had a great start with firm direction given on where we want to go with this <br />committee. <br />Some of the issues & items we discussed & came up with were as follows: <br />---Timing issues on getting permits issued (7-10 days for other cities vs up to 6 weeks with Orono) This <br />affects financing, construction coordination etc... This manifests itself thru staff inability to make decisions, <br />checklist gaps... <br />---Permit applications from the other surrounding cities are all on 1 page. It sounded like we should be <br />able to accomplish that as well. <br />---There are rules that Orono has that are more burdensome than the state, or the watershed etc... Let's <br />get the rules back to where the experts have them (ie.. Watershed setbacks) <br />---Jeremy had said that April was the target month for the online process to get started. <br />---None of the builders could come up with any other cities that they need to sign escrow agreements <br />with. <br />---We thought that if staff had more discretion on permits etc... that the process could be sped up. (Lot <br />line adjustments...) <br />---This is a great opportunity to bring change that Orono has not seen in a generation. The known <br />sentiment of OroNO needs to change. <br />---A good start would be also to have more of a happy client experience where staff & the front desk <br />people have smiles and want to "help" the client achieve what they are trying to accomplish by visiting city <br />hall. <br />ACTION ITEMS: <br />---Jeremy was going to connect with Andy & Will offline to vet more of the permit process etc... <br />---Denny will put together a fee schedule item list to review. (see below) <br />---Everyone has different insights into the issues or insights into others proposals. Please be active <br />DENNY FEE SCHEDULE ITEMS FOR YOUR CONSIDERATION <br />---Get rid of all the escrow requirements. <br />---Pg1 Variance Base fee of $700 seems high & Conditional Use Permit Charges $700 seem high <br />---Pg 2 Zoning Amendment Fee, Request to Amend Comp Plan fee & Subdivision Fees seem high. <br />---Pg 3 Vacation Fees $700 seem high, Easement creation fee $700 seems high, Proposed Public & <br />Private road fees seem high $650 & $950 <br />---Pg 7 Building Permit Fees (Is this fee schedule typical, high or low?) <br />---Pg 8 Temp CO of $10,000. Seems very high <br />---Pg 15 Commercial Marina License.
