Escrows. The Committee recommended removing the requirement of an escrow deposit. Staff <br />does not recommend this change, because this is an effective tool in completing and <br />maintaining erosion control issues and providing the as -built surveys and other documentation, <br />as well as payment of pass-through engineering and legal fees, to the benefit of the general <br />taxpayer. The Committee has suggested changes to the fee schedule, but recognize the <br />appropriateness of waiting until the costs associated with the new permitting software are <br />known. Escrow amounts and when required could be discussed at that time, as they are part of <br />the fee schedule. <br />Surveys. The Committee recommends modification to what is required in surveys, or at <br />minimum, when surveys are required. To meet the Committee goals, Staff recommends <br />amendment to section 86-68 which stipulates when a survey or site plan must be completed by <br />a person registered by the state of Minnesota. Also, immediately, staff will revise the survey <br />handout, and remove superfluous requirements. <br />Wetland regulations. The Committee recommends the City's wetland management rules align <br />with the Watershed district's. One of the main differences is the City requires an additional <br />setback from the watershed's buffer. This additional setback is intended to allow people to <br />walk in the area between the house and the wetland buffer area, without impacting the buffer. <br />This will require a modification to the wetlands protection ordinance. <br />Wetland delineation. The Committee also recommends modification of where and when a <br />wetland delineation is required, to be more consistent with the watershed district. With <br />authorization, this will be handled at the same time as the wetland regulations above. <br />Permit forms. The Committee recommends modification of the permit forms, reducing the <br />length to "one page". Most of the length can be attributed to information provided to the <br />applicant, but staff will work to reduce the length of the document. This does not require <br />Council authorization. <br />Lot Line adjustments. In 2016, the City Council adopted an ordinance that allowed staff to <br />certify a boundary line adjustment, but only if both lots met the lot area requirements of the <br />district. <br />Action Requested: <br />Staff seeks authorization to commence the ordinances described above. <br />List of Exhibits: <br />Exhibit A.
