AGENDA ITEM <br />Item No.: 18 Date: June 11, 2018 <br />Item Description: LA18-44, City of Orono, 2040 Comprehensive Plan Update <br />Presenter: Jeremy Barnhart, Community Agenda Planning Department's <br />Development Director Section: Report <br />1. Purpose. The item requests authorization from the City Council to submit the draft 2040 <br />Comprehensive Plan update to the Metropolitan Council. Formal approval will be requested in <br />November/ December, following the public comment period that ends at the end of October. <br />2. Background/ Summary. The update to the Comprehensive plan, via the guidance of a citizen <br />advisory committee started in the spring of 2017. The plan retains the general development and land <br />protection philosophies established by earlier plans, including preservation of rural character, preservation <br />of the natural environment and of water quality was very important to the committee. A more complete <br />summary can be found in the PC staff report, attached as Exhibit B. <br />Following the public comment period, the Advisory Committee will meet and suggest responses to the <br />comments received. These responses, and the final plan, will then be presented for a public hearing and <br />formal vote by the Planning Commission and City Council. <br />3. Planning Commission Vote and Comment. The Planning Commission voted 7-0 to authorize the <br />submittal of the plan to the Met Council. Commission comments during the meeting centered on getting <br />more citizen input on the plan. <br />4. Public Comment. No comments were received. <br />5. Staff Recommendation. Staff recommends authorization to submit the plan to the Met Council for <br />preliminary comments. <br />COUNCIL ACTION REQUESTED <br />Motion to authorize the submittal of the preliminary draft of the 2040 Comprehensive Plan. <br />Exhibits <br />Exhibit A.
