Factory fabricated and finished metal framed panel construction, if the panel <br />materials are of any of those noted in subsections (g)(1)a—c of this section, or glass; <br />or <br />e. Other materials as may be approved by the council. <br />Combinations of such materials shall be permitted. <br />(2) All subsequent additions and outbuildings constructed after the erection of an original <br />building shall be constructed of materials comparable to those used in the original <br />construction and shall be designed in a manner conforming with the original architectural <br />design and general appearance. <br />Other Area Improvements. The applicants will add a 6 foot white vinyl privacy fence <br />surrounding the outdoor dog area. They will also use the same fence to enclose the garbage area which <br />directly abuts the west side of the new building. The applicant will also fence a small "Dog Catch Area" <br />for a transition into the property and a small potty grass area for better maintenance of grounds and <br />improved dog care. They will be restriping the parking lot match there parking plan. They will also be <br />removing the existing secondary gravel entrance on the east side of the property. <br />4. Planning Commission Vote and Comment. On April 16', 2018 the Planning Commission opened a <br />public hearing and reviewed the application. The commission discussed the location and scope of the <br />business with the applicants. The Commission voted unanimously to approve the CUP and Site Plan <br />review with the listed conditions. <br />1. The operator shall maintain the annual kennel license. Failure to maintain the kennel <br />license shall render the Conditional Use Permit to lapse. <br />2. Dogs shall be supervised while outdoors at all times. <br />3. The parking lot shall be re -striped to improve and identify the parking stalls, per city code. <br />4. Evidence of parking concerns or congestion may trigger a review of the conditional use <br />permit by the Planning Commission and/or City Council. Additional parking may require <br />a Site Plan Review. <br />5. The secondary gravel access on Shoreline Drive shall be removed per Hennepin County. <br />5. Public Comment. No comments were received <br />6. Staff Recommendation. The council should determine if the proposed construction is consistent with <br />the city ordinance.
