AGENDA ITEM <br />Item No.: 16 <br />Date: May 14, 2018 <br />Item Description: LAI 8-000035 —Ryan Hasse, Nicole Speck and Gary Johnson, 3800 <br />Shoreline Drive, Conditional Use Permit and Site Plan Review — Resolution <br />Presenter: Laura Oakden, Agenda Consent Agenda <br />City Planner Section: <br />1. Purpose. The applicant is requesting a condition use permit for a Kennel in the B-5 District and a <br />site plan review of the new accessory building and parking lot layout. <br />2. 15.99 Deadline The Conditional Use Permit was received and deemed complete on April 9th, 2018. <br />The 60 -day review period will expire on June 8th, 2018. <br />3. Background/ Summary. Per the City Code (92-161) definition of Commercial kennel means any <br />place or premises where three or more dogs over six months of age are kept or housed at any one time <br />for commercial purposes, including sale, boarding, breeding, grooming, training or medical care. <br />Kennel is listed as a Condition Uses in the B-5 district. <br />Proposal Use. The applicants propose to use the existing building (1244 sq.ft.) for "DogHaven", <br />a dog daycare, grooming spa, and training facility. They will offer overnight boarding on a limited basis. <br />They will have staff on-site anytime there are dogs being boarded overnight. A staff member will also <br />always be present if dogs are using the outdoor area. <br />Existing Buildings. The applicants are proposing to update the existing building fagade. The <br />existing building is brown cedar shakes and glass windows. They are proposing to paint the exterior cedar <br />shakes grey with white trim and replacing the roof with a dark gray metal so the two buildings will be <br />consistent. <br />New Building. They are also proposing to construct a 1,932 sq ft accessory structure (42' x 46') <br />in the northwest corner of the property. This proposed building will be metal and will match the color <br />scheme of the main house with grey horizontal siding, white trim, and dark grey roof. The applicants will <br />also add stone fagade on the lower portion of the building and windows to cover the street side of the <br />building. Elevation drawing are included as Exhibit B. This accessory building will be open interior with <br />one restroom. This will be used as an indoor play area for the dogs year round. <br />The City Council should determine if the proposed building is consistent with the provisions of 78-766 <br />(g) Building design and construction. In addition to other restrictions of this chapter, the use, <br />construction, alteration or enlargements to any building or structure within the district shall meet <br />the following standards: <br />(1) All exterior wall finishes on any building shall be: <br />a.
