MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, February 26, 2018 <br />7:00 o'clock p.m. <br />12. #17-3984 CITY OF ORONO, TEXT AMENDMENT, SHORT-TERM (VACATION) <br />RENTALS — ORDINANCE NO. 204, THIRD SERIES — Continued <br />Printup moved, Crosby seconded, to adopt ORDINANCE NO. 204, Third Series, an Ordinance <br />Amending the Orono Municipal Code by Adding Article IV to Chapter 26 Regarding Rental <br />Licensing and a Prohibition of Short -Term Rentals, with removal of 2680-E, and 2686A to <br />eliminate the word homesteaded and to only say owner -occupied. VOTE: Ayes 3, Nays 1, Dankey <br />opposed. <br />Printup moved, Crosby seconded, to adopt ORDINANCE NO., Third Series, an Ordinance <br />Amending the 2018 Fee Schedule. VOTE: Ayes 3, Nays 1, Dankey opposed. <br />13. VERIZON AUTHORIZATION FOR CONDITIONAL USE PERMIT APPLICATION <br />Barnhart stated City ordinance allows telecommunication antenna or devices to be located on city -owned <br />structures other than a water tower with a conditional use permit. The conditional use permit is issued to <br />the property and not the applicant. In this situation Verizon has approached the City requesting <br />permission to put an antenna at two locations and they require the permission from the property owner, <br />which is the City. Barnhart noted Staff is not able to give that permission and so the request has been <br />brought before the City Council. <br />If the request is approved, Verizon will go through the conditional use permit process, including a public <br />hearing, and then final approval by the City Council. <br />Barnhart stated Verizon would like to erect a tower near or at the Orono Golf Course. Mounted at the <br />base of the tower would be the equipment within a fenced area. Placement of a tower on the golf course <br />may impact future plans of the golf course. The weather warning siren map depicts a hole in that <br />location. <br />The second location is near French Creek Preserve off of Old Crystal Bay Road. There is an existing <br />tower and siren at that location and Verizon is proposing to relocate the existing siren and pole from the <br />drive to the park about 450 feet to the northeast. The replacement pole is proposed to be 90 feet in height. <br />City ordinance allows for a maximum of 75 feet. <br />Staff supports authorization for an application at the golf course. Staff does not support a conditional use <br />permit for the 90 -foot tower at French Lake Preserve. <br />Walsh asked if the City has standards for the siren. <br />Police Chief Farniok stated when locating warning sirens, they look at the impacts to the City. Typically <br />the sirens are located in concentrated, denser areas. Farniok stated that does not mean the siren would not <br />be effective at the proposed location since the City has several gaps that the weather sirens currently do <br />not cover. <br />Walsh asked if it would be his recommendation to install a siren there. <br />Farniok indicated it would be a benefit because it would alert users of the Luce Line and the golf course. <br />Farniok noted sirens vary in decibels emitted and that he would recommend contacting the City's vendor <br />Page 7 of 13 <br />
