MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, February 26, 2018 <br />7:00 o'clock p.m. <br />12. #17-3984 CITY OF ORONO, TEXT AMENDMENT, SHORT-TERM (VACATION) <br />RENTALS — ORDINANCE NO. 204, THIRD SERIES — Continued <br />Dankey asked if the outlined costs are for every two years. <br />Walsh noted it would be a two-year cost of $50,000. <br />Dankey stated in her view there will be fewer than 500 people to cover the costs. <br />Walsh stated that is a reason to review the ordinance periodically. <br />Rief noted the costs are on a per unit basis and that Staff just used 500 as an example. <br />Dankey stated due to the requirement of 30 days or more, the number of rentals may go way down. <br />Crosby stated he is in favor of the carve out for the military. <br />Walsh stated the biggest issue is the City obtaining information on who is renting in the City. Walsh <br />noted the very last page of the ordinance has Item A where it states that no person can rent for less than <br />30 days. Walsh stated he understands not every snowbird house will be homesteaded and that he would <br />recommend eliminating the word homesteaded and simply say the house has to be owner -occupied. <br />Walsh asked if anyone from the public would like to comment on this item. <br />George Funk, 540 Old Crystal Bay Road, stated he is an Airbnb host and that he has attempted to follow <br />this process. Funk noted he lives across from Bruce Lemke, who is on the Planning Commission, and <br />that he was not aware of any problem. Funk stated Staff also does not think this is a problem, and that he <br />is a little concerned about passing an ordinance when there does not seem to be a problem. <br />Funk stated the ordinance is well written but wordy and that it does not seem it applies to him. Funk <br />indicates he lives in his home and rents approximately 100 days a year. Funk indicated he would not be <br />able to live there without that income, and as a citizen, he would like the City Council to take that into <br />account. Funk noted Airbnb has good background checks and that he has not experienced any problems. <br />Walsh asked if he rents out a room or two. <br />Funk indicated it is a room. <br />Walsh stated the ordinance would not apply to him. <br />Funk commented he does not know if the ordinance has been well thought through <br />There were no further public comments. <br />Page 6 of 13 <br />
