MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, February 26, 2018 <br />7:00 o'clock p.m. <br />PRESENTATION <br />8. FINANCIAL REPORT <br />Financial Director Olson noted he presented a fairly comprehensive financial report approximately one <br />month ago. At that time the City had not yet received all the invoices for 2017 and had not received the <br />final tax payment so the numbers had not been totally finalized. Olson stated at this point, the only time <br />an expenditure would apply to 2017 is if it was a significant expenditure and that any outstanding smaller <br />invoices for 2017 will be applied toward 2018. <br />Olson noted overall the City's revenues ended up at 106 percent of budget, with licenses and permits and <br />pass-through charges for services helping to push that number up. Olson stated that had a lot to do with a <br />very healthy housing market in Orono. In addition, the Orono Golf Course generated $45,000 more in <br />revenue than what was anticipated. Olson noted the City has increased that budget from $100,000 two <br />years ago to $180,000 in 2018. <br />As it relates to 2018 revenues, the first quarter revenues are typically low but then start to go up the <br />beginning the second quarter. <br />As it relates to expenditures, the City ended the year at approximately 98.52 percent of the budget. Some <br />department budgets were over budget due to some lawsuits and the process involved with the hiring of a <br />new city administrator. <br />Olson reviewed the City's 2017 top ten vendors, noting that a detailed list will be included in next <br />quarter's report. <br />PUBLIC WORKS/CITY ENGINEER REPORT <br />4. PUBLIC WORKS FENCING <br />Edwards stated the intent of this item is to approve the quote for a fence and gate at the Public Works <br />facility. Edwards indicated the fence would separate the public portion of the parking lot from the Public <br />Works facility and is needed to prevent unauthorized vehicles from driving into that area. The existing <br />gate would be replaced and the new fence and gate would sit back a little further. <br />Walsh asked how people would be able to access the gate. <br />Edwards indicated there would be a key pad with a code similar to what the police department has. <br />Walsh requested the City Council members be provided with that code. <br />Crosby moved, Dankey seconded, to accept the quote from Northern Specialties, Inc., to install <br />security fencing and a gate at the public works facility.
