89 (9) The right to express noncommercial opinions in any zoning district must be <br />90 protected, subject to reasonable restrictions on size, height, location, and number. <br />91 <br />92 Sec. 78-1468. - Scope of Regulations. <br />93 <br />94 The sign regulations set forth in this Division shall apply to all structures and land uses. <br />95 This Division describes the signage standards for the sign districts that overlay the zoning <br />96 districts of the City. Specific additional regulations are established for signs which are unique in <br />97 purpose and not easily addressed by district regulations. No person, property owner, or lessee <br />98 shall place, erect, alter, modify, enhance, or change in any way a sign that does not conform to <br />99 the requirements of this Division and all other applicable regulations. <br />100 <br />101 Sec. 78-1469. - Definitions. <br />102 <br />103 For the purposes of this Division, the following words and terms are defined as follows: <br />104 <br />105 Auxiliary sign means a sign that provides direction for internal circulation, parking or <br />106 entry, restrictions on parking, security warnings, or other similar primarily noncommercial signs <br />107 that are directed at people that are entering, exiting, or on a particular property. Auxiliary signs <br />108 do not include outdoor advertising signs. <br />109 <br />110 Banner means any temporary sign of lightweight fabric or similar material mounted to a <br />111 pole or a building at one (1) or more edges. <br />112 <br />113 Billboard means see "Outdoor advertising sign." <br />114 <br />115 Canopy/awning sign means a message or logo on an awning or canopy which is <br />116 constructed according to the requirements of the building code, is an integral part of the building, <br />117 and is consistent with the architecture and design of the building. <br />118 <br />119 Clear vision area means an area within a triangle that is measured along the edge of the <br />120 driving surface of the road starting at the intersection of two roads and driveways (public or <br />121 private) and extending thirty (30) feet in each direction from the intersection and then a line <br />122 connecting these two end points. <br />123 <br />124 Changeable message sign means a message that is not permanently attached to the sign <br />125 face but is not a dynamic display. The message is changed manually. <br />126 <br />127 Commercial message sign means any message which identifies a business or product or <br />128 promotes the sale of any product or service. <br />129 <br />130 Dynamic display means any characteristics of a sign that appear to have movement or <br />131 that appear to change, caused by any method other than physically removing and replacing the <br />132 sign or its components, whether the apparent movement or change is in the display, the sign <br />133 structure itself, or any other component of the sign.
