Jake Reilly, Sector Representative <br />February 12, 2019 <br />Incompleteness Response <br /> <br />been adjusted. Since open water is not a land use, that has been <br />removed from the tables. Though the land uses are the same, some of <br />the titles between the table and map do not match. <br />• If land uses in the Existing Land Use section, specifically Rural <br />Preserve, Rural Residential, and Island Residential are not expected to <br />develop further, then the text should not read as if additional housing <br />units are possible in those areas. Response: The city does not <br />anticipate these land uses to expand, but we do anticipate that, due <br />to their size and/or configuration, some lots may accommodate <br />subdivision, provided each new lot meets or exceed the lot width <br />and area requirements of the applicable zoning district. <br /> <br />Planned Land Use <br />• The land use titles in Table 3B-3, should be consistent with those used <br />in the Planned Land Use Map on Map 3B-3a. Though the land uses are <br />the same, some of the titles between the table and map do not match. <br />Response: Table 3B-3 has been updated. <br />• The MUSA Expansion section (Part 4B, page 13) states that the City proposes <br />a minor expansion of the MUSA and that additional expansion will be <br />determine over time. It is unclear where this expansion is proposed. The Plan <br />should specifically identify which properties are proposed, and also under <br />what conditions the City would consider additional expansions. Response: <br />The property proposed to be added was illustrated on Map 4B-2. <br />Additional text is added the MUSA expansion page 4B-13. Conditions upon <br />which the City will consider expansion to MUSA is outlined on Table 4B-12. <br /> <br />Wastewater (Roger Janzig, 651-602-1119) <br />• The statement in Part 4B, Page 2 last paragraph must be revised to state: <br />"Potential future demands on regional capacity will be primarily from the <br />retrofitting of existing rural residential neighborhoods where sewer is readily <br />available and where residents are willing to pay the costs associated with its <br />installation; and it is within the MUSA." Response: Text added. <br />• The Plan does not include a local sanitary sewer system map. The <br />system map should include pipe type (gravity or force Main), and pipe <br />diameter. Response: Map 4B-3 has been updated. Map 3B-4 "Planned <br />Development Sites" identifies the "2040 MUSA" or planned regional <br />wastewater service area via map shading using a pale-yellow color which <br />is difficult to identify in both electronic and print formats. Revise map so <br />that these areas are easily identifiable. Response: The boundary line of <br />the MUSA was added. We did add parcel boundaries for clarity. <br />• Local lift station capacities were given in Table 4B-1. Their current design flow <br />was not stated. Given the fact that the City is predominately served by local <br />lift stations (44 in total), the requirement to provide capacities and design <br />flow for the trunk sewers can be waived. However, each lift stations design <br />flow needs to be added. Response: Table 4B-1 was amended to add lift <br />station design flow. <br />• Flow projections by Metropolitan Interceptor facility was included in the
