Jake Reilly, Sector Representative <br />February 12, 2019 <br />Incompleteness Response <br /> <br />Implementation Plan <br />• The Plan needs to include circumstances and sequence each housing tool <br />described on pages 15 and 16 of Part 3C. The description of circumstance of <br />use for CDBG is a great example of language of how to structure that <br />description, because it describes what types of projects the City will <br />consider. The Plan should extend this type of description of when tools will <br />be used for all tools. Response: Additional information was added to each <br />tool, the tool list was expanded, and a new table (3C-9) was added, <br />summarizing the sequencing of each tool. <br />• To be consistent with Council policy, the Plan needs to describe all widely <br />accepted tools to address the housing needs. The Plan must discuss in what <br />circumstances the City will use the following tools: site assembly, AHIF, <br />HOME, effective referrals, fair housing policy, first-time homebuyer down <br />payment assistance, participation in housing-related organizations, rental <br />licensing and inspections, and low-interest rehab programs. More information about these tools can be found in the Local Planning <br />Handbook online. <br />• The Plan also needs to clearly and directly link identified needs to tools. The <br />Plan clearly identifies three needs in the narrative of the Housing Needs <br />Identification Section on pages 11 and 12 of Part 3C. The description of CDBG <br />describes the reason the City will partner with a developer to get the funds, <br />and the need that will be addressed by the use of these funds. This is a great <br />example of language that helps make a Plan complete. Council staff <br />recommend extending this type of description of when tools will be used for <br />all tools. Response: A Table, (Table 3C-9) was added linking needs to tools. <br />• The Plan needs to link tools to the AMI band (i.e. households earning 30% <br />AMI or less) that is intended to be helped by each tool. One way to do this is <br />to define needs with AMI Bands (i.e. senior housing for households making <br />less than 80% AMI) and connect all tools to needs. Another way is to mention <br />the AMI bands intended for each tool in the narrative description of the tools. <br />Response: A Table (3C-9) was added linking needs to tools. <br /> <br />Advisory Comment: <br />The Plan lists Livable Communities Act (LCA) awards as a tool. Please note that <br />the Council will require a local Fair Housing policy as a requirement to draw <br />upon LCA awards beginning in 2019. Please contact Council staff for additional <br />resources related to Fair Housing policies. Response: Comment received <br /> <br />Land Use (Jake Reilly, 651-602-1822) Existing Land Use <br />• Map 3B-1 appears to represent areas with urban services verses rural. <br />However, the map legend shows the entire City within the 2040 MUSA which <br />is incorrect. Response: Map 3B-1 has been updated. Map 3B-4 more <br />accurately shows the area within the city that has urban services. Map 3B-1 <br />and Map 3B-4 should reflect the same information. <br />• The land use titles in Table 3B-2, need to be consistent with those used <br />in the Existing Land Use Map on Map 3B-2a.
