To informally consider an amendment to the Comprehensive Plan by expanding the <br />MUSA boundary. <br /> <br />2. Background. The applicant seeks Council consideration to expand the MUSA boundary to serve <br />Deering Island with sanitary sewer. The City of Mound would provide the connection and <br />treatment of the sanitary sewer. <br /> <br />The Comprehensive Plan does contemplate the expansion of the MUSA boundary, via 6 <br />priorities. The subject parcel appears to satisfy the 1st priority, as the island is completely <br />surrounded by the lake. Full analysis is provided in the attached Planning Commission staff <br />report. The City most recently expanded the MUSA (subject to Met Council approval) for the <br />1003 Wildhurst property, citing that parcel’s proximity to the Lake. <br /> <br />A formal amendment may not proceed until the Met Council has approved the 2040 <br />Comprehensive Plan. <br /> <br />3. Planning Commission Vote and Comment. On February 19th, the Planning Commission <br />reviewed and where in support of the request. <br /> <br />Some members questioned if the expansion opens the door for higher densities. The answer is <br />yes, but only if the City Council wants that. That would be a pretty drastic deviation from the <br />Comprehensive Plan. <br /> <br />4. Public Comment. No comments for or against the proposal have been received. <br /> <br />5. Staff Recommendation. Staff requests feedback. <br /> <br />COUNCIL ACTION REQUESTED <br />City Council should review the approval resolution and adopt or amend. <br /> <br />Exhibits <br />A.
