There is adequate area on the lot, within the setbacks, to build a <br />house in character with the neighborhood. <br /> <br />Access outlot. The only dimensional requirement is the outlot must be 30 feet wide, to <br />accommodate the driveway, drainage, and snow storage. The outline is 30.06 feet wide, <br />meeting the requirement. <br /> <br />Applicable Regulations: <br />Section 82-256 regulations front/back lot divisions and is attached as Exhibit E. <br /> <br />Analysis <br />The creation of one lot does not require stormwater management. The lot meets all <br />dimensional requirements. <br />Staff has requested additional information, (MCWD permit, grading plans) outlined in the <br />incomplete letter, Exhibit D. Since these items can be accommodated easily, Staff <br />recommends approval of the subdivision, pending satisfaction of those items. The <br />Planning Commission may elect to review this additional information prior top moving <br />the application forward. <br /> <br />Engineer Comments <br />1. The only comment generated by the City Engineer is the following: On the <br />Gronberg survey the service lines for lot 1 should be covered with an <br />easement. The water service line is shown within Lot 2 along CSAH 19. The trail <br />easement should be fine as long as it is also a utility easement. This will be <br />incorporated into the conditions. <br /> <br />Public Comments <br />To date, no written public comments have been received, though staff has received a call <br />from a neighboring property owner concerned about future subdivision of any of the lots, <br />and storm water impacts to the access drive and adjacent parcels. <br /> <br />Issues for Consideration <br />1. Are there any other issues or concerns with this application? <br /> <br />Planning Staff Recommendation <br />Planning Staff recommends approval, subject to the following conditions <br /> <br />1. Final Plat applied for within 1 year of Preliminary Plat approval. <br />2. Easement to the benefit of both lots and the city for access and utilities over all of <br />Outlot A. <br />3. Easement to protect utility service lines serving the two parcels. <br /> <br />
