Perform their duties in accordance with all existing laws and ordinances and future <br />amendments thereto of the Federal, State of Minnesota, Hennepin County and local <br />governing boards. <br />c. Be clean and presentable in appearance, as so far as possible. <br />d. Wear a uniform and employee identification badge or name tag. <br />e. Drive in a safe and considerate manner. <br />f. Manage containers in a careful manner, by picking them up, emptying their contents into the <br />collection vehicle, and placing – no throwing or sliding – the container back in its curbside <br />location so as to avoid spillage and littering or damage to the container. <br />g. Monitor for any spillage and be responsible for cleaning up any litter or breakage. <br />h. Avoid damage to property. <br />i. Not perform their duties or operate vehicles while consuming alcohol or illegally using <br />controlled substances or while under the influence of alcohol and/or such substances. <br />j. Be in possession of a valid MN CDL. <br /> <br />4. The contractor shall designate a staff person as an account representative for the City. A direct <br />phone number shall be provided for City staff to use for purposes of communicating immediate <br />service needs. The contractor shall also designate a back-up contact person, including a <br />corresponding direct phone number. These contractor phone numbers will not be published in <br />public education literature, but rather used by City administrative staff. <br /> <br />5. In the City’s public education information, residents will be directed to call the contractor for <br />missed collections and other service issues. Whenever the City or a resident notifies the <br />contractor before 11:00 am on a business day of locations which have not received scheduled <br />service, the contractor is required to service such location before 7:00 pm on the day when <br />notified. When notified after 11:00 am on a business day, the contractor shall service such <br />locations no later than 7:00 pm on the business day immediately following. <br /> <br />6. The contractor shall comply with ordinances of the City and laws or regulations of the State of <br />Minnesota and its agencies related to collection of recyclables in effect during the term of the <br />Agreement for Services. The contractor shall keep all equipment used in the performance of the <br />work in good operating conditions and in a clean, sanitary condition. Equipment may be subject <br />to periodic inspection by the City. <br /> <br />H. Payment and Insurance <br />1. Compensation for Services – The City agrees to pay the contractor for recycling collection <br />services provided to the City as described in the contractor’s proposal, and made part of an <br />executed contract, based on the number of household units certified by the City. By December <br />1st of each year the City will review the number of certified units and notify the contractor of <br />any changes. <br /> <br />Contractor shall submit itemized bills for recycling collection services provided to the City on a <br />monthly basis. Bills submitted shall be paid in the same manner as other claims made to the <br />City. <br /> <br />2. Municipal Facilities – The contractor will provide free recycling services at least every other <br />week at the City’s municipal buildings at 2700, 2730 and 2750 Kelley Parkway, the Orono Golf <br />Course at 265 Orono Orchard Road South, Crystal Bay Post Office at 1355 Brown Road South, <br />Navarre Fire Station at 3770 Shoreline Drive and Long Lake Fire Department at 340 Willow <br />Drive in Orono, MN. In general, the contractor will provide carts (wheeled carts with lids, with <br />approximately 64-gallon capacity) or other mutually agreed upon containers to facilitate that <br />service. The carts shall be labeled by the contractor with appropriate stickers to identify the <br />acceptable recyclable commodities.
