MINUTES OF THE <br /> ORONO PLANNING COMMISSION <br /> Monday,April 15,2019 <br /> 6:30 o'clock p.m. <br /> Barnhart stated Staff needs to look at how to accommodate the Fire Chiefs comments. <br /> Thiesse noted this is a Hennepin County road and that typically Hennepin County will tell the City <br /> whether a traffic study is necessary. <br /> Gettman stated it would help them decide whether or not a stop control device is needed and that in his <br /> view it would help them make an educated decision on the development. <br /> Barnhart stated it would be important for the Planning Commission to identify the scope of the traffic <br /> study and that parking would not be covered in a traffic study. <br /> Erickson noted Staff supports the preliminary plat, rezoning,and recommends the tabling of the Master <br /> Development Plan and that he is totally comfortable going with that. <br /> Ryan noted Hennepin County has commented on this application as it relates to access and that he would <br /> suggest they continue working with Hennepin County in looking at the traffic. Ryan stated a traffic study <br /> would be a waste of money since Hennepin County is designing the road. <br /> Gettman stated if Hennepin County is not going to do a traffic study, he would like the applicant to do <br /> one. <br /> Thiesse stated Hennepin County has already taken into account the number of vehicles that were <br /> contemplated for this site. <br /> Gettman stated he would like to see a study that addresses the traffic impact on the schools. <br /> Ryan noted the majority of the traffic from this site will go west to access Highway 12. <br /> Libby noted Hennepin County has already done a traffic study and that the proposed improvements to the <br /> road will accommodate those extra cars. <br /> Erickson moved,Ressler seconded,to table Application No.LA19-000025,Lakewest,LLC,3245 <br /> Wayzata Boulevard,preliminary plat,zone change,and Master Development Plan. <br /> VOTE: Ayes 7,Nays 0. <br /> 10. UPDATE ON APRIL 8,2019,CITY COUNCIL MEETING <br /> Barnhart reported on the following actions taken by the City Council: <br /> - The Halberman variance at 2799 Pheasant was approved,with the Council deciding to allow no <br /> more than 701 square feet of hardcover in the 0-75 foot zone. <br /> - The proposed subdivision at 1645 Shadywood was approved. <br /> - The conditional use permit for 7580 Kelly Avenue was approved but the side yard setback <br /> variance was denied. <br /> - The variance to the rear lot line at 3349 Crystal Bay Road was denied. <br /> Page 28 of 29 <br />
