ORONO COUNCIL MEETING HELD JANUARY 28, 1991 <br />FACILITIES WORKSHOP CONTINUED <br />Callahan said, "The Council has to either start with the <br />building or the site." <br />Jabbour stated the current market is right for the City to <br />undertake the. project at a reasonable cost. He said, "Council <br />must move this issue along, not hastily, but with as few delays <br />as possible. I would like to see the Council reach a decision as <br />to whether all the facilities should be on one site or two." <br />Mayor Peterson said, "I have always been in favor of having <br />the police and administration on the present site and public <br />works on the Old Crystal Bay property." <br />Goetten stated that she had favored having all of the <br />departments on one site. She said, "I believe that having <br />everything together was more cost effective. However, I am not <br />committed to that, if there are reasonable alternatives. Another <br />concern of mine is the proximity of the facility to the <br />community." <br />Jabbour said, "I have changed my position and now believe <br />that having two possible may be the better alternative." <br />Callahan said, "Whether there are two sites or one, we need <br />to determine where we can begin construction or a new public <br />works facility. The existing shed is ready to fall down." <br />Jabbour stated that the Highway 12 site was preferred <br />because it met the most criteria. He said, "I am very concerned, <br />however, about where the Highway 12 corridor will go in relation <br />to that site." <br />Bernhardson said, "Whether there are two sites or one, <br />construction of the public works building could proceed once a <br />site is selected. Thus far it has been determined that the best <br />location for the public works would either be Highway 12, or the <br />old sewer plant site." <br />Callahan said, "Let us tentatively decide that we are going <br />to have two sites. Let us then assume that Staff will now look <br />for a site where we can build a public works site. The City does <br />have an option on the Highway 12 property. Now that we have made <br />that decision, we can turn our attentions to the type of building <br />that we will put on the site." <br />Mayor Peterson noted that an architectural class at the <br />University is assisting with the design of the building. <br />Bernhardson said, "It is my understanding that the class is <br />working more with internal arrangement, rather than external <br />characteristics.
