_ J <br />NIINUTES OF THE REGULAR ORONO CITY COUNCIL MEETING <br />HELD JANUARY 24, 1994 <br />( #10) DESIGNATION OF RESPONSIBLE LOCAL GOVERNMENT UNIT (LGU) . <br />FOR WETLANDS CONSERVATION ACT (CONTINUED) <br />Mayor Callahan stated he felt that it was unnecessary to become involved in something that <br />was already regulated by five other agencies. Hurr stated she was not willing to have <br />wetland mitigation for the City of Orono being done in another city. Mayor Callahan stated <br />that wetland mitigation for other cities could not be done within Orono. Discussion ensued <br />regarding the possibility of a more restrictive ordinance restricting wetland mitigation could <br />be enacted, thus enabling Orono to have more control than the LGU. Gaffron noted that a <br />Conditional Use Permit would still be required for any wetland filling or dredging and the <br />Council would have the authority to deny that if they did not support that action. He <br />discussed the possible costs of administering the application process, and stated there are <br />many regulations to be enforced. <br />Mayor Callahan stated he felt that if conflict arose between the City and the Watershed <br />District the City could become the LGU instead of the Watershed at that time. He stated he <br />felt that the Watershed should be designated as the LGU until the Council decided to take <br />further action. Goetten and Jabbour agreed with Mayor Callahan. <br />Mayor Callahan moved, Goetten seconded, to have the Minnehaha Creek Watershed District <br />be designated as the Responsible Local Government Unit (LGU) for the Wetlands <br />Conservation Act until such time as the Council takes further action. Ayes 3, Nays 1. <br />( #11) ESTABLISH BOARD OF REVIEW DATE <br />The Council decided to hold the Board of Review on April 28, 1994 at 7:00 p.m. Chief <br />Sullivan made a monthly review for the Council. <br />( * #12) SALARY ADJUSTMENT - OFFICER JAMES CORNICK <br />Moved by Hun, seconded by Mayor Callahan, to increase Officer James Cornick's salary <br />from $19.390 per hour to $19.767 per hour as of January 2, 1994, as per the 1994 LELS <br />contract currently in effect. Ayes 4, Nays 0. <br />( * #12) SALARY ADJUSTMENT - OFFICER MARK THOMTON <br />Moved by Hun, seconded by Mayor Callahan, to increase Officer Mark Thomton's salary <br />from $19.390 per hour to $19.767 per hour as of January 27, 1994, as per the 1994 LELS <br />contract currently in effect. Ayes 4, Nays 0. <br />( * #14) LICENSES <br />Moved by Hurr, seconded by Mayor Callahan, to approve the following licenses: <br />• <br />n <br />
