MINUTES OF THE 1990 RECONVENED BOARD OF REVIEW MEETING <br />. ;. .HELD MAY 3, 1990 <br />• Mr. Dosse noted that he did hire an independent appraiser <br />who appraised the property at $215,000. He stated that he <br />had relayed this to the City Assessor, and the Assessor <br />indicated to him that there were some mistakes with the <br />appraisal on the comparables. <br />Assessor Smith stated that appraisals can have some <br />variation based on techniques used, but these variations are <br />usually 5% or less. He noted that Mr. Dosse's appraiser's <br />comparables #1 and #3, the square footage was off as much as <br />500 s.f. of gross living area. He noted that the appraisal <br />was inconsistent and there was not even pictures of the <br />comparables. Assessor Smith noted that land value was <br />reduced because the adjacent land is a commons area. <br />Mayor Grabek noted that the recommended value has actually <br />gone down from last year and he would tend to recommend <br />raising the appraisal rather than lowering it. <br />Councilmembers Nettles moved, Peterson seconded to accept <br />the Assessor's recommendation to lower the land value to <br />$87,100 on the land, and $152,900 on the building for a <br />total of $240,000. Carol Burgess, 2800 Pheasant Road - 21- 117 -23 32 0004 <br />• City Administrator Bernhardson stated that the valuation for <br />1989 was $482,000, the original 1990 value was $494,100. <br />Assessor Smith, prior to the Board of Review, reduced the <br />amount to $482,000 and is recommending no further change. <br />Ms. Burgess noted that she felt the ' increase from 1988 to <br />1989 was excessive and because she was out of town at that <br />Board of Review, she was unable to contest the amount. Ms. <br />Burgess noted that because of the long narrow pennisula on <br />her lot, about 200' out of 600' of lakeshore can only be <br />built upon. Also, she noted that lagoon borders her <br />property on one side and the lake on the other and because <br />of Orono's restrictive setbacks, the house may not be <br />expanded upon. <br />Mayor Grabek noted that there is a recommendation for no <br />change in value from last year, and would not consider a <br />decrease. <br />City Administrator Bernhardson stated that the valuation <br />reflects the unbuildability of portions of the lot. <br />Councilmembers Nettles moved, Goetten seconded, to accept <br />the Assessor's recommendation of $482,000. Ayes 4, nays 1 <br />with Mayor Grabek voting against this motion because he <br />wants to increase it instead. <br />3 <br />
