2. <br />3. <br />MINUTES OF THE 1990 RECONVENED BOARD OF REVIEW MEETING <br />HELD MAY 3, 1990 <br />Mayor Grabek moved, Councilmember Nettles seconded, to <br />increase the land value from the 1989 value of $354,700 to <br />$459,000, and the building value to remain at $259,300 for a <br />total of $718,000 for a reduction of $150,000. Ayes 3, nays <br />2 with Nettles and Peterson voting against. <br />Councilmember Nettles felt that the land should be valued at <br />$400,000 for a total value of $646,000. Councilmember <br />Peterson agreed. <br />County Assessor Hanscom felt that the Council was acting <br />reasonably and this was a good recommendation. <br />Mrs. Cici,- Busy Beaver Day Care, 875 Wayzata Boulevard - <br />P.I.D. 35- 118 -23 44 0005 <br />City Administrator Bernhardson noted that the property was <br />valued in 1989 at $248,200 and 1990 at $255,600. The land <br />was purchased in 1986 at $45,000 and according to the <br />building permit valuation, it was built for $320,000. <br />Mrs. Cici stated that the income from the center is limited <br />to the parents. She stated that by paying more taxes, she <br />would need to pass this additional amount along to the <br />parents in the form of a higher day care rate. Mrs. Cici • <br />also noted that schools and churches are exempt from paying <br />taxes and she did not feel this was fair as day care centers <br />should also be considered as a school and not be taxed. <br />Mayor Grabek noted that it is already valued at less than <br />the cost of the land and building together. <br />Councilmember Nettles stated that he felt this center was a <br />good facility and perhaps we should try to encourage <br />business. <br />County Assessor Hanscom noted that if the income approach <br />was to be used for this property, you would use the income <br />should the building be rented and not what the center is <br />making as a business. <br />Councilmember Callahan moved, Mayor Grabek seconded to <br />accept the assessor's recommendation of $255,600. Ayes 5, <br />nays 0. <br />David Dosse, 4225 Forest Lake Drive - <br />P.I.D. 07- 117 -23 12 0025 <br />City Administrator Bernhardson noted that the 1989 value was <br />$240,300 and the 1990 value was $257,800 and the Assessor is <br />recommending $240,000. . <br />E <br />
