Spring Hill Golf Club, Orono <br /> ' servation Act WCA Technical Evaluation Panel TEP meetin was held on <br /> A Wetland Con (WCA) (TEP) g <br /> November 15,2012 at the MCWD office to review revised submittals for the above mentioned <br /> replacement plan application for Spring Hill Golf Club in Orono. TEP members present <br /> included Catherine Bach(MCWD/LGU),Lynda Peterson(BWSR),and Stacey Lijewski <br /> (Hennepin SWCD). <br /> ' The TEP raised concerns with the proposed on-site wetland creation. Due to current site <br /> conditions,it is likely that the Ecological Suitability&Sustainability criteria outlined in Chapter <br /> ' 8420.0522 Subp.5 would be very difficult to meet through the proposed on-site wetland <br /> creation. The proposed wetland creation is adjacent to a larger wetland basin dominated by <br /> narrow-leaved/hybrid cattail and reed canary grass. In order to prevent these invasive species <br /> from dominating the created wetland there would likely need to be significant vegetation <br /> management in the larger adjacent basin in addition to the creation area. Furthermore,a large <br /> portion of the adjacent wetland is DNR Public Water Wetland#837W,which may complicate <br /> any vegetation management throughout the larger adjacent basin, <br /> ' Because of the TEP's concerns with the proposed on-site wetland creation and lack of other <br /> opportunities for replacement credit,the TEP recommends that all wetland replacement <br /> ' requirements for the proposed project be met through the purchasing of banked credits from <br /> Account No. 1410(Michael and Melanie DeLuca),which was Indicated-as a possibility during <br /> the meeting. The current proposal is to purchase a portion of the total required replacement <br /> ' credit from this account and obtain the remaining required replacement credit through on-site <br /> wetland creation. <br /> ' It is important to note that the application is currently incomplete,and the remaining items from <br /> the incomplete letter dated September 11,2012 that were discussed at the November 15,2012 <br /> TEP meeting must still be submitted before the application is deemed complete(e.g. <br /> ' documentation confirming compliance with the 1997 WCA replacement plan). A revised <br /> incomplete letter following the discussion at the meeting will be provided. <br />
