In the application we did not specifically site safety <br /> issues related to the proposed project. We generally referenced playability and safety as we <br /> believe they go hand in hand as related to the issues that will be addressed by the proposed <br /> changes to the 13th fairway. Specific examples would include the fact that where a hazard <br /> ' consistently slows or stops the progress of play, it causes a bottleneck and increases the risk of <br /> trailing players playing into the area where the proceeding player are. When a ball is advanced <br /> near the wetland hazard on the 13th fairway, the players have to backtrack into the path of the <br /> following groups play in order to access the <br /> cart-way and bridge that crosses the <br /> wetland. There is also a real safety <br /> concern in that players may be tempted to MR <br /> try to retrieve errant balls from the wetland <br /> and this not only further slows the pace of <br /> play, but also presents a trip/fall hazard for <br /> the individual player. Another safety - <br /> ' concern arises at the bridge that is the only <br /> current means to get past the wetland <br /> hazard. The bridge is subject to frost <br /> heaving and settling which presents a <br /> challenge for both golf carts and <br /> ' maintenance equipment to cross (see <br /> picture). <br />
