Since proposed impervious surface will account for less than 20% of the project <br /> area, stormwater management should not be required by MCWD. <br /> 1.6 The applicant will he required to obtain Hennepin County approval and permitting for accesses <br /> and work in right-of-way on Wayzata Boulevard (CSAH 112). Development parameters listed n <br /> the City's Comprehensive Plan call for a single connection, but two connections are proposed. ,1 <br /> copy of any approvals or permits required should he submitted prior to Final Plat approval. <br /> 1.7 The applicant will be required to obtain a Sanitary Sewer Extension permit from the Minnesota <br /> Pollution Control Agency and a Water Main Extension permit front the Minnesota Department of <br /> Health. Applications should be coordinated with the City, and a copy of any approvals or permits <br /> required should be submitted prior to any land disturbing activity. <br /> 1.8 The applicant will he required to obtain a General Construction Permit (NPDF,S) to discharge <br /> stormwater associated with construction activity since more than I acre will be disturbed. A copy <br /> of the permit should be submitted prior to any land disturbing activity. <br /> 1.9 The applicant will be required to submit a Maintenance Agreement for all stormwater management <br /> structures and facilities. The agreement should define maintenance responsibilities fallowing <br /> completion of project. specify types and frequencies of inspection and maintenance activities. and <br /> designate who will conduct inspection and maintenance activities. <br /> 1.10 Record drawings must be submitted upon completion of tree protect. If the proposed permanent <br /> pond is to be used as a temporary sediment basin during construction. as-built survey shots on the <br /> pond must he obtained after construction sediment is removed and side slopes re-dressed. Also, <br /> due to the size of the proposed disturbed area, a survey should he provided for the site after rough <br /> grading is complete to ensure correct hold-downs prior to topsoil placement and pavement <br /> construction, and a survey should he provided for the topsoil stockpile to ensure adequate quantity <br /> for re-spread. <br /> 2.0 PRELIMINARY PLAT: <br /> 2.I A Flowage and Conservation easement will he required over the wetlands. <br /> 2.2 Drainage and Utility F.asements should he provided to auacquately cover all ditching, storm sewer, <br /> and ponds to the high water level. <br /> 2.3 Drainage and Utility Easements should be revised to accommodate changes to storm sewer <br /> necessary to provide subsurface draintile service connectins. <br /> 2.4 Oudot B will require a road and utilities easement over its entire area. The easement should he <br /> generated using the standard city forst and recorded as part of the Final. Plat process. <br /> 3.0 SITE PLAN: <br /> 3.1 Stop signs and stop bars should he provided at intersections with Wayzata Boulevard (CSAR 1 12). <br /> 3.2 The proposed layout should he reviewed by the Fire Chief to ensure adequate space for turning <br /> around of fire department vehicles. A temporary cul-de-sac may be necessary. <br /> 4.0 GRADING PLAN: <br /> 4.1 The normal water level (nwl) and 100 year high water level (hwl) should he indicated on the plan <br /> for the pond/filtration basin. <br /> 4.2 Arrows and slopes should be provided on the Final Plans to ensure adequate grade is provided, ' <br /> minimum 2% and maximum 3:1 slope is recommended for green areas. <br /> 4.3 Emergency overflow routes should be clearly labeled to,ensure adequate surface overflows are <br /> provided. <br /> 4.4 An emergency overtlow should he provided for the pond/filtration basin at the 100 year high water <br /> level. The overflow should he armored with turf reinforcement mat or riprap. <br />
