MN 55356 <br /> RE: Preliminary Plat Application 16-3822 <br /> Eisinger Meadows <br /> Engineering Review#1 <br /> Dear Mike: <br /> As requested, we have completed an engineering review of the documents submitted for the above <br /> referenced project. We offer the following observations, comments, and recommendations for Your <br /> consideration: <br /> 1.0 GENERAL: <br /> I.I Stormwater management for the proposed site meets City requirements_ Proposed peak runoff <br /> rates will he restricted to less than existing peak runoff rates. However. if the proposed design is <br /> significantly revised during the Final Plat approval process,a Final Stormwater Management Plan <br /> should he submitted with the Final Construction Plans. Also, additional detail will be required <br /> with the Final Plans to ensure system is constructed as designed. <br /> 1.2 Storm sower calculations should be submitted for review to verify adequate sizing. <br /> 1.3 The Conservation Design Master Plan(CDMP) should he revised to include more complete <br /> recommendations and direction to address the following topics: <br /> a. Invasive Species—The CDMP should be revised to include a complete Vegetation <br /> Management Plan. The plan should include a list of all invasive plant species encountered(i.e. <br /> buckthorn, garlic mustard, reed canary grass,creeping charlie. Canada thistle.etc.i and <br /> recommended procedures and schedule for eradication of listed species. <br /> h. Protection of Sinnificant Tree Stands—The CDMP should be revised to include discussions on <br /> the location, quality. and value of existing significant tree stands,recommendations for areas <br /> to he preserved, and justification and mitigation of impacts of any such stands to he impacted <br /> by development activities. The Vegetation Management Plan should depict propr_ised Tree <br /> Preservation areas and trees designated for removal to allow for review of potential <br /> conservation easements. <br /> c. Protection of Wetlands—The Vegetation Management Plan should include procedures. <br /> schedule. and seed mixes for protecting and establishing buffers around wetlands. <br /> 1.4 Due to the size of proposed disturbance, a Topsoil Management Plan should be included with the <br /> Final Plans to ensure adequate topsoil placement. The plan should provide direction for topsoil <br /> stripping. stockpile location(s), soil de-compaction prior to re-spread,certification of topsoil for ie- <br /> spread meeting specifications, and placement of topsoil. This information could he included on <br /> the Final Grading Plan. <br /> 1.5 The applicant will be required to obtain Minnehaha Creek Watershed District (MCWD) approval <br /> and permitting for their Erosion Control., Wetland Protection, and Waterhody Crossings and <br /> Structures Rules. A copy of any approvals or permits required should he submitted prior to Final <br />
