Concept Review— Narrative— EISINGER FLATS <br /> Description of Eisinger Flats — Apartment/ Sr. Living Building <br /> We are proposing to develop the south phase of the overall project into"Eisinger Flats"which <br /> will be an Apartment/Sr. Living Building. The buildings,as proposed,would be situated on <br /> the site to blend into the existing topography of the property while being respectful of the <br /> wetland buffers as set forth in the approvals of Eisinger Meadows. The buildings would be a <br /> combination of brick and cement board panels and siding with a shallow roofline,generally as <br /> depicted in the concept elevation shown on the architectural plans. <br /> We are proposing private outdoor recreational areas which would exceed 10%of the platted <br /> upland property as well as a perimeter trail with passive seating areas to enjoy the natural <br /> amenities of the site, including the wetlands on both the west and east. <br /> The placement of the buildings will provide a buffer not only for the recreational areas, but also <br /> to the 27 villa units of Eisinger Meadows. Care will be taken with final placement and <br /> preservation of existing natural screening to provide the City of Orono with an aesthetically <br /> pleasing entrance to the City. Architecturally,we are proposing a lower roofline to minimize <br /> the building massing. With this roof type proposed, along with the setback and buffering,the <br /> proposed three story structures will be able to accommodate the City's height requirements. <br /> As proposed,we are showing two buildings. The West Building would consist of 129 units <br /> while the East Building would consist of 115 units for a total of 244 units. As shown on the site <br /> plan,there are considerable wetlands and wetland buffers on the property. These wetlands <br /> consist of approximately 13.4 acres, leaving a balance of"upland"acres for the Eisinger Flats <br /> building of approximately 9.8 acres for a net density of 24.89 units/acre. <br /> Per the conclusions in the above mentioned resolution for the Eisinger Meadows project,the <br /> property was originally guided for High Density Residential. Per the most recent change to the <br /> City's Comprehensive Guide Plan,this parcel has been re-guided to High Density Residential. <br /> On October 8,2018,the project received concept approval for this use. <br /> D. Construction Debris Landfill / MPCA Resolutions <br /> A portion of the site is part of a historic landfill of generally demolition materials as discussed <br /> during the original north phase approval. We are working closely with our consultant,Wenck <br /> Associates, Inc. and the MPCA to coordinate efforts on required cleanup for the project. They <br /> are currently finalizing the Response Action Plan(RAP)which will detail the procedures to <br /> remove any demolition or landfill debris found during site preparation. We expect this to be <br /> completed and approved through the MPCA and plan to submit to the various state agencies <br /> for cleanup funding by May 1,2019. <br /> Page 3 of 4 <br />
