Following is a summary of what I understood after discussing those areas with Orono <br /> representatives: <br /> 1. Water/Sewer Hookup--- Basically, to allow hookup to Medina sewer and to <br /> Maple Plain water would require a `comp plan' update with the Met council for <br /> that area; and would open up the door for higher density (1 to 4/acre) housing in the <br /> area, which Orono does not want(re: in their attempt to maintain their open <br /> spaces) for their housing. They are not interested in amending their"Comprehensive <br /> Plan"I <br /> 2. House/Outbuildings and Horses--- If you have 9+ acres of land (excluding <br /> wetland area), you are allowed a total of 6000 sq. ft. of outbuildings; but one building <br /> must be over 1000 sq. ft. and no more than 3000 sq. ft. If you have 7-8 acres you are <br /> allowed a total of 5200 sq. ft. of outbuildings; but one building must be over 1000 <br /> sq. ft. and no more than 2600 sq. ft. Regarding horses, Orono requires 3 acres <br /> minimum to have A horse (1 acre for the house and 2 acres of pasture); and then 4 <br /> acres for two horses, 5 acres for three horses, etc. The pasture area cannot include <br /> the primary and secondary septic system drain field sites. <br /> 3. Wetland Delineation --- I was told that they would listen regarding any wetland <br /> delineation efforts provided it is done utilizing a qualified/experienced `Wetland <br /> Delineator'; and 'Watershed'was consulted with an "agreement in principle". This <br /> initiative could produce additional qualified acreage? <br /> 4. Pond discharge---Tom Kellogg from Bonostros (Oronos' City Engineer) informed <br /> me that the area above ground was surveyed as a natural swale because he <br /> understood it to be a wetland area between the pond and the "wetland". The first <br /> thing would be to validate whether it is/is not a wetland? Assuming it is not a <br /> wetland, there are several alternatives to getting the water from the pond to the <br /> wetland area. E.G. One could run an underground pipe under the present <br /> `surveyed swale' trying to maintain the present swale, relocate a swale to the east of <br /> the property with pipe below it, etc. If the present swale is a wetland, then you <br /> could mitigate the wetland to another area of the property allowing for a discharge <br /> path for the pond waterl It must be noted that anything done must also have the <br /> blessing of the 'Watershed DistricY, which is common protocol in the Metro area <br /> (s) <br /> Please note: #1, 2 and 3 was input from Orono's present`Planning Director' Michael <br /> Gaffron; and #4 was with Tom Kellogg.
