Date Application Received: November 7,2018 <br /> To: Chair Thiesse and Planning Commission Members <br /> Dustin Rief, City Administrator <br /> j,kESH04 <br /> From: Jeremy Barnhart, Community Development Director <br /> Date: January 22, 2019 <br /> Subject: #LA18-000095, Chuck Alcon o/b/Eric and Andrea Larson, 690 Brown Road, <br /> Sketch Plan <br /> Application Summary: The applicant is requesting sketch plan consideration on a proposed 7 <br /> lot single family residential development to be served by municipal services and a new private <br /> road. <br /> Staff Recommendation: Planning Department Staff requests input on the flexibility requested <br /> for lot width noted. It does appear that the intent of ordinance is satisfied with the proposed <br /> configuration. <br /> Background <br /> The city has reviewed development proposals for this property several times in the past, most <br /> recently in 2016. Those proposals often suggested a zoning change, introducing higher densities <br /> 2+ units per acre into an area guided for Low Density Residential (0.5 to 2 units per acre). <br /> The property currently contains one house, located on the south side. This house will be <br /> retained on lot 6. The existing driveway off of Brown Road serving this house will be removed. <br /> Proposal <br /> On behalf of the owner,the applicant proposes subdividing the existing 24.37 acre parcel into 7 <br /> buildable lots. The land use and density are consistent with the Comprehensive Plan guidance <br /> for the property. <br /> Roads/Access. Access to the subdivision will be a new private road off of Brown Road. This <br /> private road will terminate in a cul de sac. This new road appears to line up with the exit drive <br /> out of the Sugarwood development to the West. This will need to be verified. The 50 foot wide <br /> ROW is consistent with Orono Code. The paved width is not defined, but Orono Code prescribes <br /> 28 feet for this number of lots. The length of the cul de sac is approximately 927 feet, less than <br /> the 1000 foot maximum. <br /> Parks/Trails. There is an existing trail on the west side of Brown Road North. The plans do not <br /> suggest any interior sidewalks or trails through the development. <br /> The plans also do not show any proposed parkland dedication. The Comprehensive Plan does <br /> not identify the need for additional park land; it is anticipated that park dedication will be <br /> satisfied by a cash donation for the 6 new lots. <br /> Utilities. The property is in the Metropolitan Urban Service Area (MUSA);the applicant <br />
