Exhibit A to Item 3 <br />Draft Letter to the Editor <br />Orono Park Improvements <br />To the Editor: <br />There seems to be some confusion among some members of the public about the source of funding for <br />several recent improvements to Orono parks, including the establishment of the Luxton Dog Park. Funds <br />for capital improvements have come from the City's Park Dedication Fund, which results from fees collected <br />when land is subdivided, not from tax revenue. These park funds are established by state statute and audited <br />and cannot by law be used for any other purpose including park maintenance, road maintenance or other <br />budget items. The Park Commission advises the Council on potential uses for these funds based on perceived <br />interest and public use. As a result the Commission welcomes new ideas for further capital improvement or <br />acquisitions that would increase opportunities for enjoying beaches, active parks, trails, and nature areas in the <br />City of Orono. <br />Sincerely, <br />?Members of the Orono Park Commission (include all names) <br />2 <br />
