CMP Part 4F Park Open Space and Trail Plan <br />GENERAL PARK. OPEN SPACE AND TRAIL POLICIES <br />1. Every residence should have its own private open space. Individual <br />open space can be tailored to individual recreational desires. Individual <br />open space is the most accessible place of outdoor recreation, affording <br />frequent use and therefore improved community health. Private open <br />space is the least expensive form of outdoor recreation, both to <br />homeowner on a use basis, to the nation on an energy conservation <br />basis, and to the public on a total -cost basis. This policy is consistent <br />with the city's environmental commitment to preserve open space and to <br />limit and improve the quality of surface water runoff. <br />2 New developments will be encouraged to coordinate private open <br />space with public recreational plans. This includes providing <br />complementary land uses and complementary recreation facilities. This <br />includes encouragement for providing a private trail system coordinated <br />with the public bike -hike trails. <br />3 Orono will protect and preserve natural recreational and open space <br />amenities including Lake Minnetonka, other lakes, marshland, <br />wetlands, and natural woodlands. Orono will promote the preservation <br />of open space along the lakeshore of Lake Minnetonka for passive <br />recreational uses. Additionally, Orono will encourage the provision of <br />additional open space buffers to enhance and protect existing parks, <br />open spaces and natural areas. This recreation policy works hand in hand <br />with Orono's Environmental Protection plans and policies. Once <br />preserved for environmental purposes, these areas provide excellent <br />wildlife habitat and passive recreational opportunities for all citizens. <br />Orono citizens rely on these natural amenities for a major portion of <br />their outdoor recreational activity. Preservation of open space will in <br />tum preserve Orono=s natural rural character and unique natural features, <br />and will provide natural protection for Lake Minnetonka, Long Lake and <br />other lakes. <br />4. Orono will coordinate with other jurisdictions, agencies and <br />organizations in the provision of sufficient active recreation facilities <br />to meet the needs of the community. Playfields will be provided to <br />meet the long-term needs of the community in relation to youth sports <br />activities. Particularly in the City --s urban area, sufficient informal <br />neighborhood playfields will be provided to meet the long-term needs of <br />neighborhoods or groups of neighborhoods, such that children can walk <br />or bike to a neighborhood playfield.
