MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday,September 15,2014 <br /> 6:30 o'clock p.m. <br /> Johnson stated it will be necessary to get a firm idea of what that maintenance will be and the possible <br /> costs associated with it. Johnson stated in his view there are a number of opportunities to keep the same <br /> spirit of collaboration going not only towards the maintenance of this park but that it could be a model for <br /> some other parks in Orono as well. <br /> Meyers asked if the homeowners association for this development could also maintain the park. <br /> Hiller stated that is one option,but that the idea was that the City would retain fee interest in the property <br /> since it would be deeded to them. Hiller stated it is a unique situation and those details will need to be <br /> worked out. <br /> Lucy Mitchell, 740 North Arm Drive,noted back in January she had mentioned the storm drains near her <br /> property and that the developer had indicated he would be blocking those drains. Mitchell asked if that is <br /> still the plan. Mitchell stated every time it rains,they have a river in their front yard and it goes straight to <br /> North Ann Bay. <br /> Hiller indicated there are a couple of culverts as well as one or two drain on the site. Hiller stated one or <br /> two of those culverts drain out of the site and one drains into the site and that they had thought they could <br /> grade the ones exiting the site no longer exit the site. <br /> Dave Nash, EBS Engineering, stated there are actually four culverts on North Arm,with three draining <br /> out of the site and one draining into the site. Nash stated their grading plan reflects that two of the three <br /> can be redirected onto the site and then down south. <br /> Mitchell indicated it goes underneath the street and into her property. <br /> Nash stated due to the grades, they cannot redirect that one in a different direction. <br /> Mitchell asked if it can be blocked. <br /> Nash indicated it cannot be blocked. <br /> Page 53 of 59 <br />
