MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday, September 15,2014 <br /> 6:30 o'clock p.m. <br /> Hiller stated the idea was that if there was some momentum behind the park, they would ask for approval <br /> of that lot to be built on as well as approval of the lot to possibly be used as a park. Hiller indicated there <br /> are some details that have to still be worked out but most pressing would be the public/private <br /> maintenance agreement. <br /> Meyers asked if negotiation on that agreement will affect the timelines for the development. <br /> Hiller stated the idea is to obtain preliminary plat approval this fall and then work on fmal plat over the <br /> winter. Hiller stated they will probably have a couple of months to work it out and that work on the site <br /> would probably not start until next April or May. <br /> Schoenzeit stated it sounds like the park could have first right of refusal,which would not affect the <br /> developer's plans. <br /> Hiller stated rather than getting blogged down in a plat discussion right now,he would like to provide the <br /> general concept to the City and see if there is any support for it. <br /> Meyers stated in his view the biggest issue will be the ongoing maintenance of the park but that he likes <br /> the general concept. Meyers noted when he was speaking with Bryce Johnson he was talking about the <br /> different homeowners associations in the area possibly contributing money towards maintenance of the <br /> park. <br /> Johnson stated that is one possibility. <br /> Leskinen requested the members of the audience address their comments towards the Commission. <br /> Johnson stated there is a homeowners association called Victoria Estates that is in the area and there are a <br /> number of people of that association that are present tonight. Johnson stated the association consists of a <br /> close group of friends and that they pay a yearly assessment to keep the dock. There are also a number of <br /> other properties that are adjacent to the development and that there might be a willingness on the part of <br /> those homeowners associations to put some money towards the park on a yearly basis. <br /> Page 52 of 59 <br />
