MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday,July 21,2014 <br /> 6:30 o'clock p.m. <br /> Landgraver recommended the application be moved forward and that in his view the Planning <br /> Commission is being asked to approve something conceptually at this point. Landgraver stated in his <br /> view additional information will need to be submitted prior to it proceeding to the City Council. <br /> Leskinen stated in her view the additional information would be a prerequisite of the permitting process <br /> and that the work will go through an engineering review on the City level prior to any work being <br /> conducted. <br /> McGrann stated even if the Watershed District approves the permit, it will still need to be reviewed by th <br /> City Council. <br /> Curtis stated Staff will not allow the applicants to proceed forward with the work until all the required <br /> information is submitted and reviewed. <br /> Leskinen stated she is comfortable with moving forward given the process that must still be followed. <br /> Landgraver moved to recommend approval of Application No. 13-3645,Gary Briggs, 1905 <br /> Concordia Street,and Brian Sundstrom, 1895 Concordia Street,to recommend approval of the <br /> hardcover variances and conditional use permits in order to allow the applicants to restore their <br /> respective lakeshore slopes through stabilization,grading,and the installation of retaining walls. <br /> McGrann asked if the motion could also include that if no additional documentation is submitted,the <br /> application will not proceed forward to the City Council. <br /> Schwingler stated they would need to submit that information and come back before the City Council <br /> before they can obtain a permit. <br /> Thiesse asked if the Planning Commission will get to see the more detailed plans. <br /> Curtis stated the City Council will be reviewing the additional information. <br /> Schoenzeit recommended the motion be subject to Staff's recommendations and City Engineer review. <br /> Leskinen suggested the motion also include a requirement for a landscape plan prior to review by the City <br /> Council. <br /> Thiesse asked the motion also include a recommendation that the overall work be reviewed by an <br /> engineer retained by the applicants. <br /> Landgraver amended his motion,McGrann seconded,to recommend approval of Application No. <br /> 13-3645, Gary Briggs, 1905 Concordia Street,and Brian Sundstrom, 1895 Concordia Street,to <br /> recommend approval of the hardcover variances and conditional use permits in order to allow the <br /> applicants to restore their respective lakeshore slopes through stabilization,grading,and the <br /> installation of retaining walls,subject to a landscape plan being submitted and further subject to <br /> the recommendations of Staff and the City Engineer,with the recommendation that an engineer <br /> retained by the applicants review the overall system.
