• Clty of Orono Page 2 <br /> Surface Water Management Plan January 8,2009 • <br /> Task 3: Update Sectivns of the 200Z SWMP <br /> Task 3 involve5 significant update to sections of the 2002 SWMP based upon regulatory changes that have <br /> occurred since 2002 and based upon guidance from Metropolitan Council in their 2030 Water Resources - <br /> Management Policy Plan. These updates are described as follows: <br /> • An Executive 5ummary of Orono's updated SWMP will be provided as required by statute and . <br /> Metropolitan Council. <br /> • The 2002 SWMP Introduction will ae rewritten to reilect current regulation regarding local surface <br /> water management plans. The introduction will be augmented by describing the specific purpose � <br /> o(Orono's updated SWMP. <br /> • The Physica) Environment section will be updated to reflect new information regarding water <br /> resources within Orono and water resources to which Orono discharges. <br /> � The Goals and Policies Section of Orono's SWMP will be updated to reflect back on priorities <br /> identified within the assessment and to set the stage for fhe praritized implementation program. <br /> • The System Description and Technical Background sections will be left largely intact but will <br /> updated to complement updates to other sections af the SWMP and to better reflect current, _. <br /> accepted water resources management practices. <br /> • The Wetland Management Section will be updated to reflect results from MCWD's own wetland � <br /> inventory and to reflect any changed regulation regarding wetland management. <br /> • The Implementation section of the 2002 SWMP will be signiiicantly updated to include new <br /> implementation priorities for capital projects, implementation of new regulatory contrals such as <br /> ordinance updates, and SWPPP implementation such as public and staff education, inspedion, and <br /> public works practices. The updated Implementation Section will prioritize implementation items <br /> in the form of an implementation pragram and will consider the financial implications of these <br /> implementation items. <br /> � A section on Amendrnent Procedures and Plan Administration will also be provided. - <br /> • An appendix or report discussion will be added to reflect current water resource management . <br /> agreements to which Orono is a party. <br /> Task 4; Revise Comprehensive Plan Chapter - <br /> When the tasks described above are substantiatly camplete,we will update the Environmental <br /> ManagemenVProtection Plan within Orono's Comprehensive Plan. We anticipate approximately 10 to 20 <br /> pages of revisions to update this chapter according to the content of the SWMP. <br /> Task 5; Report Production, Review and Approval <br /> We propose iwo hard copies of the first draft report for City staff review as well as an electronic(,pdfl <br /> version. We propose 4 hard copies af the second draft—one each for Minnehaha Creek Watershed Ristrict, <br /> Metropolitan Council, Hennepin County, and City staff, Hennepin County conducts a brief review af the <br /> SWMP to determine its impact on their groundwater plans. As with the first draft,we will create a .pdf of <br /> the second draft, � <br /> Following agency review,we will prepare a final report, Under the fee proposed here,we will provide 4 <br /> hard copies of the final report and an electronic version as described above. We will organize the report in <br /> a three ring binder with tabs similar to the current report, All report sections(those updated and those <br /> from the�002 SWMF)will be consistent in font and formatting. Several 8-1/2 x 11" figures will - <br /> complement the report sections. Examples of appropriate figures include; <br /> • Location Map(by Bonestroo) <br />
