To be complete. the Plan will need to acknowledge the <br />City's share of projected housing needs in the region. which is 154 units. With regard to <br />adopting affordable housing goals for eligibility in Livable Communities Act programs. <br />2021-2030 affordable housing goals will be negotiated in the next few years. Language <br />on page 3C. page 12 confuses the two measures and Council staff recommend editing it <br />for clarity. <br />o As noted in the Land Use section above. changes are need in Table 3113-4 to provide <br />additional clarity for land use and housing purposes <br />c The 4(d) tax program description on is inaccurate To be complete the Plan must state <br />that the 4(d) program provides a 40% tax break to property owners of affordable housing <br />that is available when the local government provides some financial assistance to the <br />project. Complete plans will link too3s to stated housing needs and describe the <br />circumstances in which they would be considered. <br />o Some widely used tools to address affordab:e housing needs are not included in the <br />Plan. To be complete. the Plan needs to state if. and if so when and why. it would <br />consider using each tool to address housing needs. The tools that require more context <br />including the use of an Housing and Redevelopment Authority, housing bonds. tax <br />abatement. tax increment financing. and community land trusts.
