Orono <br />November 13. 2018 <br />Page 5 of 9 <br />recommend using the complete names of the guided land use categories in <br />Table 313-5. and breaking down the Area summaries by guided land use. <br />Table 3B-4 needs to provide some additional clarity. It is unclear what numbers are <br />captured in the 2020-2030 Growth and 2030-2040 Growth columns -- it appears that this <br />is housing units. However, there are some rows where the total housing units in these <br />growth columns does not equal the minimum density multiplied by the net acres (the <br />Eisinger row for example) Please clarify these columns. Council staff suggest identifying <br />available acreages in this table by decade rather than total units by decade. particularly <br />for properties whose development may fall in both decades. Alternatively the table could <br />provide both. <br />c Table 38-4 shows decades 2020-2030 and 2030-2040. Council staff recommend <br />that the columns be adjusted to 2021-2030 and 2031-2040 so as not to double <br />count years. <br />* Map 38-4 needs to identify the location of Area F that is described in Table 3-413. <br />c The Urban Medium High/Mixed Use Residential description on page 16 of Part 3B needs <br />to include an estimated percentage of the breakdown of residential and non-residential <br />land uses. The narrative indicates that existing residential development cannot convert <br />to commercial development. but that existing commercial development could convert to <br />residential. It is unclear whether the properties identified in Table 313-4 are intended to <br />entirely develop as residential. or whether some mix of commercial and residential will <br />occur on the variety of properties identified. and if so. what that mix is. To be complete. <br />the allowed uses and allowed densities by use are required to be listed in the table. <br />o There is a green hatching on the map that is not defined in the legend (it is likely a <br />wetland overlay). The map legend must include a definition for the hatched areats). <br />o For clarity Council staff recommend adding parcel boundaries to the maps in the land <br />use and sewer chapters <br />o The Development Areas shown on Map 3B-4 in the Appendix (page 174 in the PDF). are <br />described as locations that could accommodate the City's forecasted growth by 2040. <br />Nearly half the area identified is established lake -side sewered estates. Council staff <br />recommend that the City confirm that The Plan identifies that half of the City's <br />forecasted growth will occur on existing developed land that is unswered. If this is not <br />accurate. the Plan must demonstrate that the forecasted growth will occur in the areas of <br />Orono that are served by sewer <br />o Table 313-3: Orono Planned Land Use Summary is missing the total acres for each land <br />use and percent of total acres of reach land use for each decade. <br />Housing (Hilary Lovelace. 651-602-1555) <br />The Plan is incomplete for review Inconsistent items and advisory comments are also <br />described below. <br />Existing Housing Needs <br />The number of housing units affordable to households with incomes at or below 30% of <br />AMI. between 31 and 50% of AMI, and between 51 and 80% AMI must be provided. <br />The number of housing units affordable to each income band are available in the <br />Existing Dousing Assessment in the Local Planning Handbook (link: <br />httos //mefrocouncil. org/Har7dbook/Fites/Existing-Housitip- <br />Assessment/02396081 Orono Existin Hs .as x) <br />
