Stat. 473.859. Subd 2; <br />Section 1038.235) and Council policy regarding planning for the protection and development of <br />access to direct sunlight for solar energy systems. <br />Per the authority available to the state by way of Minn. Stat 500.30. Council staff recommend <br />developing a process for recording solar easements as a 'solar strategy to support the City's <br />Community Planning, Natural Resource Management. and Environmental Protection solar <br />access policies. Council staff also suggest enrolling in the following cost-free programs, which <br />are designed to provide planning, technical, and policy assistance to local Minnesota <br />governments. as additional "solar implementation strategies" in your Plan <br />• U.S. Dept. of Energy s SolSmart Program - Solar Permitting. Zoning. and Development <br />• MN GreenStep Cities Program — Sustainability Best Practices <br />The following sections of the draft Plan are considered incomplete. Changes in the draft Plan are <br />definitely needed before the Plan is submitted to the Council for formal review. <br />Community Wastewater Treatment and Subsurface Sewage Treatment Systems (SSTS) <br />(Jim Larsen, 651-602-1159) <br />The Plan is incomplete for SSTS. To be complete for review. the Plan needs to address the <br />following issues <br />The Plan indicates that there are currently 1029 SSTS in operation in the City. The table of <br />contents on page 1 of Part 4B directs the reader to Appendix C for a map of the locations of all <br />individual SSTS in operation in the City. This map was not included in this preliminary <br />submission and must be included for the Plan to be complete. <br />Council staff requests that the City confirm (either in their response to our preliminary review or <br />in their formal Plan submission) that there are no public or privately -owned Community <br />Wastewater Treatment Systems other than the indicated 1.129 individual SSTS in operation in <br />the City or incorporate a short discussion of any existing operating facilities and a map depicting <br />their location <br />The formal Plan submission will need to include ;he Part 413. Appendix C map depicting the <br />location of all individual SSTS in operation in the Cry. including highlighting any areas known to <br />have nonconforming systems or systems with known problems. If the City or its planning <br />consultant needs any assistance in the preparation of this map for their formal Plan submission. <br />please contact Steve Hack. To be complete for review, the Plan needs to address <br />the following Items: <br />:D Please include an electronic map or maps (GIS shapefiles or equivalent) showing the <br />following information regarding the existing sanitary sewer system: <br />• Lift stations. <br />■ Existing connections points to the metropolitan disposal system. <br />
