MEMORANDUM <br />To: Mayor Walsh and Orono City Council <br />From: Ron Olson, Finance Director <br />Subject: 2019 Budget <br />Date: August 27, 2018 <br />Attachments: <br />A) 2019 Budget Timeline <br />B) GF Revenue Detail <br />C) GF Expenditure by Department <br />D) GF Expenditure by Category <br />E) GF Line Item <br />F) Enterprise Funds Line Item <br />G)Enterprise Summary <br />H) Non -Union Wages <br />I) Debt Service Funds <br />J) Draft Tax Levy Resolution <br />The Council's input at this work session will be used to prepare an updated draft budget which <br />will be presented publically at the September 14th council meeting and adopted on September <br />20. <br />2019 Budget Factors <br />Revenues <br />1) According to the most recent numbers from Hennepin County, The City's Taxable <br />Market Value (TMB) has increased from $2,879,524,978 to $3,002,341,521. This is <br />an increase of 4.26%. This is the first time that the TMV has been over <br />$3,000,000,000 since 2008.As a result of the increased in valuation, the City's tax <br />capacity is estimated to increase from $33,186,279 to $34,400,000; an increase of <br />3.66%. This means that the City's tax levy can increase by 3.66% ($198,500) without <br />increasing the City's tax rate. <br />2) After years of stagnant interest rates, rates have been increasing. The City recently <br />purchased a three-month CD at a 2% interest rate. Last year, a 2% rate would have <br />required a five-year investment. As a result, interest earnings should be able to be <br />increased by $50,000. <br />2019 Budget — Page 1 <br />
