CITY OF ORONO <br />MEMORANDUM <br />DATE: April 23, 2018 <br />TO: City Council Work Session <br />FROM: Dustin Rief, City Administrator <br />RE: City Owned Land Sale/Acquisition Policy Discussion <br />Issue: At the February Planning Commission a request for a Right of Way vacation was heard and ultimately pulled <br />from the agenda to look at addressing a larger issue concerning pending public improvements and the intrusion of <br />the local traffic turning around on private property on Elmwood Ave. The neighborhood was in attendance and <br />expressed concerns related to the vacation. <br />Background: Orono has many streets and corridors where streets, utilities and parks intrude onto private property. <br />Many of these are difficult fixes, however there are instances where the impacts are great enough to warrant a <br />review of city owned property or right of way would be a viable option towards correcting these instances. <br />Policy Considerations: Standards for review, sale or acquisition of city owned property or right of way that is in the <br />best interest of the community while treating property owners fairly and honoring their property rights as well as the <br />City's <br />Recommendations: Staff recommends direction to establish guidance related to the review of current city owned <br />properties, the sale of any deemed no longer necessary for public use and the acquisition of new property in an effort <br />to honor current property owners where public use may intrude on their rights <br />Exhibits <br />Exhibit A.
