On October 21 <br /> Planning Commission reviewed the additional submittals and discussed the various aspects of the <br /> application. A summary of the topics discussed and the conclusions reached appears below: <br /> A. Commercial Site Plan Review Findin�s. Section 78-145 establishes a number of evaluation <br /> criteria that must be satisfied in order to approve a site plan review. <br /> (1) ls the use compatible with surrounding land uses; (Staff recommendation: The use is <br /> compatible with the surrounding commercial district) <br /> (2) Does the use preserve existing unique and natural features of the site and minimize impacts to <br /> wetlands, floodplains, and shoreland areas; (Staff recommendation: The site contains no <br /> unique natural features which would be impactec� There is no increase in hardcover <br /> proposed) <br /> (3) Does the use create a harmonious relationship of buildings and open space with natural site <br /> features and with existing and future buildings having a visual relationship of the <br /> development; (StafJ recorrimendation: The proposed aesthetic improvements including <br /> fa�ade upgratles and landscaped outdoor seating would complerraent the area and improve <br /> the visual character of the immediate commercial neighborhood) <br /> (4) Does the use achieve a safe and efficient vehicular and pedestrian circulation system; (Staff <br /> recommendation: Impacts of the proposal on vehicular and pedestrian circulation would <br /> be potentially magnified if parking demand exceeds supply due to success oJ the proposed <br /> use) Planning Commission noted that offset in peak parking demand between this and other <br /> users of the Ciry parking lot would minimize this issue. <br /> (5) Places no excessive demands on services and infrastructure, including local streets; (Staff <br /> recommendation: Potential new demands on services and infrastructure might include <br /> added demands on sewer system as well as added demands on parking availability) <br /> (6) Conforms to the city's plans for parks, streets, and walkways; (Staff recommendation: The <br /> proposal would generally be in conformance with City plans for parks, streets and <br /> walkways) <br />
