And because septic systems are not <br /> listed as an allowed use nor a conditional use in the flood <br /> plain, it is highly unlikely that the City Council would grant a <br /> variance or conditional use permit for this system. <br /> Based on the above information, the City cannot issue a <br /> permit for a septic system at the proposed location. Given the <br /> likelihood that most of the property is within the flood plain <br /> except for the hill directly adjacent to the house, it is <br /> entirely possible that no treatment system location meeting all <br /> code requirements can be found on the property.
