I would make the <br /> following comments: <br /> 1. The Orono On-site Sewage Treatment Systems Design Manual <br /> (Resolution #894 ) requires that there be no hazard of <br /> flooding at the location where the system will be instal led. <br /> 2. The normal Ordinary High Water Mark for Lake Minnetonka <br /> is at elevation 929.4. The 100-year f lood plain extends to <br /> elevation 931.5. Virtually all of the area proposed for <br /> construction of a mound system on the Head property is <br /> located in the defined flood plain. <br /> 3 , Orono Zoning Code Section 10. 55 , Subdivision 8 <br /> prohibits septic systems within the f lood plain, and also <br /> prohibits fill, grading, excavating, etc. within the defined <br /> flood plain. <br /> 4. Further, septic systems are not an approvable <br /> conditional use within the "flood fringe district" (i.e. the <br /> area between 929.4 and 931.5) per Zoning Code Section 10.55, <br /> Subdivision 10. <br /> 5 .
