Virtually the entire property is within the 0 to 75 foot zone. b. The addition to the house is necessary to make reasonable use of this property. c. The amount of hardcover is not being increased. d. The property is burdened with an emergency vehicle turnaround for the private road that serves 2765 and 2771 Shadywood Road as well as the property. 4. The City Council has considered this application including the findings and recommendation of the Planning Commission, reports by City staff, comments by the Owner and the public, and the effect of the proposed variances on the health, safety and welfare of the community. 5. The City Council finds that the conditions existing on this property are peculiar to it and do not apply generally to other p'roperiy in this zoning district; that granting the variances would not adversely affect tr�c conditions, light, air nor pose a fire hazard or other danger to neighboring property; would not merely serve as a convenience to the Owner but are necessary to alleviate a demonstrable hardship or difficulty; is necessary to preserve a substantial property right of the Owner; and would be in keeping with the spirit and intent of the Zoning Code and Comprehensive Plan of the City. . CONCLUSIONS,ORDER AND CONDITIONS Based upon the above findings, the Orono City Council hereby grants a variance to Orono Municip�l Zoning Code Sections 78-1279 and 78-1288 to allow a 19 foot lake setback and 23.9%hazdcover in the 0 to 75 foot zone subject to the following conditions: 1.
