MINUTES OF THE <br />ORONO PARK COMMISSION <br />Monday, July 6, 2015 <br />6:30 o'clock p.m. <br />Brenda Johnson asked if this property is close to Noremberg. <br />Barnhart illustrated the property on the overhead. <br />Meyers indicated he is in agreement with Commissioner Johnson that an easement should be obtained in <br />this situation. <br />Brenda Johnson moved, Bryce Johnson seconded, to recommend that a 10 -foot easement be <br />obtained for the property located at 540 Old Crystal Bay Road South. VOTE: Ayes 7, Nays 0. <br />Bryce Johnson asked if there will be a park dedication fee paid on this small development. <br />Levang indicated the park dedication fee would be paid on the new lot. <br />3. REQUEST BY NAVARRE COMMUNITY INITIATIVE TO PLACE ART IN TBE <br />PARKS <br />Barnhart stated the City has received a request by the Navarre Community Initiative to place decorated <br />bikes and bike parts in the parks in and near Navarre. Barnhart stated the art is intended to promote the <br />Bike Navarre event being planned for September 20. <br />The art pieces are decorated bicycles and bicycle wheels that will be attached to stands, existing <br />structures, or trees within the parks and beaches, including Navarre Park, Tower Park, Casco Point Beach, <br />and Lydiard Beach. The art pieces will be removed in October and will not be lit. <br />Barnhart noted placement of materials on City property is prohibited without City Council approval and <br />that Staff is seeking a recommendation from the Park Commission. <br />Meyers asked if the Park Commission would hear specific requests from anyone who would like to place <br />something in the parks or whether this is a general request that would allow anyone to do it. <br />Barnhart stated in order for someone to place something in a public park, the City Council would need to <br />approve it. Barnhart stated this is a general request that would cover the Navarre Community Initiative <br />Bike Navarre event being planned for September 20. Barnhart noted the art would be placed in the <br />Navarre Park and other parks to promote the Bike Navarre event. <br />Pesek asked how they would define art. <br />Barnhart stated that is a question for the Park Commission to discuss and that it can be difficult to define <br />what art is. <br />Meyers stated as long as it is something within the bounds of good taste. <br />Ruegemer noted the art is along the theme of bikes. <br />Brenda Johnson stated the Navarre Community Initiative Group is attempting to promote biking and <br />walking and that this is a unique way to draw attention to that. Johnson stated the art should not be <br />placed in city -owned areas where the City does not want people to go. <br />Page 7 of 13 <br />
