MWUTES OF THE <br />ORONO PARK COMMISSION <br />Monday, July 6, 2015 <br />6:30 o'clock p.m. <br />Gaffron stated every subdivision should go before the Park Commission to make a recommendation on <br />whether a trail should be constructed or whether an easement should be granted. <br />Ruegemer asked what the harm would be in asking for an easement. <br />Gaffron stated there is no harm in asking for it and that the easement will not impact any septic sites or <br />building sites. Gaffron indicated there will be a 10 -foot easement for utilities. Gaffron stated the <br />obtaining of <br />Berg moved, Brenda Johnson seconded, to recommend not obtaining a 10 -foot trail easement for <br />the development at 1851225 Old Crystal Bay Road North. VOTE: Ayes 5, Nays 2, Pesek and <br />Ruegemer opposed. <br />:Meyers noted the motion does not impact the park dedication fee. <br />Ruegemer stated at the present time there is no need for a trail along the west side of the road but that they <br />do not know what will happen ten years into the future. <br />Berg noted the area is mostly developed and that it is very unlikely a trail will be constructed on the west <br />side of the road unless the City decides to take land. <br />Meyers noted there already is a trail along the east side of the road, and if there was an option for <br />connectivity with this development, that would be a different situation. <br />Levang noted the Park Commission already voted to recommend not obtaining an easement. <br />2. ##15-3740 GEORGE FUNK AND JUDY ROGOSHESKE, 540 OLD CRYSTAL BAY ROAD <br />SOUTH — PRELDIINARY PLAT <br />Barnhart stated the property owner is proposing to split his 6.85 acre parcel into two buildable lots on the <br />east side of Old Crystal Bay Road South, which is located north of Fox Street. The new lot will be <br />developed for single-family residential purposes. The property owner is not proposing any land donation <br />for park purposes. <br />Barnhart stated a review of the Comprehensive Plan notes that a trail is to be developed along the east <br />side of Old Crystal Bay Road South, which would link the existing regional trail at the Luce Line Trail <br />and goes north with a future connection along North Shore Drive. There is not currently a trail south of <br />the Luce Line along Old Crystal Bay Road. <br />It was the recommendation of the Planning Commission that the property owner provide an easement for <br />trail purposes, with the trail being constructed at a later date. <br />The Park Commission should provide a recommendation to the City Council as to the park and trail <br />improvements associated with this subdivision. <br />Bryce Johnson indicated he did look at the property and walked the existing trail in the area. Johnson <br />stated he strongly agrees that this is a situation where an easement should be obtained. <br />Page 6 of 13 <br />
