BUILDING PERMIT APPLICATION SUBMISSION REQUIREMENTS(continued) <br /> J. MINNEHAHA CREEK WATERSHED DISTRICT PERMITS <br /> You are required to contact the Minnehaha Creek Watershed District (MCWD) regarding your proposed <br /> project to determine if your project triggers any of the MCWD permitting requirements. The City of Orono <br /> will not issue a building permit without a copy of the permit from the MCWD or written documentation <br /> stating the proposed project does not trigger any MCWD permitting requirements. <br /> K. COSTS OTHER THAN BUILDING PERMIT FEES <br /> 1. Orono Code provides that directly assignable consultants' costs for review of building permit <br /> applications must be paid by the applicant or property owner: <br /> a. City Engineer's costs in excess of$500 <br /> b. City Attorney's costs for review of legal questions and documents <br /> c. Other unusual charges for outside consulting services of appraisers, other engineers and <br /> unusual technical reports after notification to the applicant and property owner that such <br /> services are necessary for review of the application. <br /> In making an application, the applicant and/or property owner agrees to pay these costs as they <br /> occur. Failure to make payment may results in the withholding of the permit inspections or certificate <br /> of occupancy and certification to the property taxes of the unpaid balance. <br /> 2. An escrow of$2,500 is required. Escrows are required for: <br /> a. New Home Construction <br /> b. Additions <br /> c. New Buildings(Garages, Accessory Structures) <br /> d. Grading Projects <br /> 3. An escrow for wetland buffer improvements may be required. The amount will be determined by the <br /> scope of the project. <br /> 4. Once a building application is received, the appropriate escrow agreement will be prepared by staff <br /> and sent to the property owner for their signature(s). <br /> K. PERMIT APPLICATION; INFORMATION REQUIRED <br /> 1. The application for a construction permit shall include such information as may be required by the <br /> city, which may vary between types of construction projects. <br /> 2. Surveys required: <br /> a. Initial survey. The certificate of survey shall conform to the standards on file in the office of <br /> the building official. <br /> b. Foundation survey. The foundation survey will certify lot dimensions; front, side, rear, <br /> lakeshore, and wetland setbacks; and foundation elevation. A foundation survey must be <br /> submitted before proceeding with framing or further construction. In lieu of a survey a letter <br /> prepared by a Minnesota Registered Land Surveyor containing the same information as a <br /> foundation survey may be submitted. <br /> c. As-built survey. The as-built survey shall certify the final topography of the site; verify <br /> drainage pattems; and provide hardcover calculations for lots in the Shoreland Overlay <br /> District. An as-built survey must be approved before the issuance of a certificate of <br /> occupancy. In the event that weather or other conditions prevent the completion of an <br /> as-built survey at the time the Certificate of Occupancy is requested, a temporary <br /> Certificate of Occupancy may be issued upon receipt of a $10,000 financial guarantee <br /> and establish an escrow agreement to ensure completion of the as-built survey and all <br /> site improvements. <br /> Packet Last Updated: 04l19/2013 <br /> Page 5 of 23 <br /> � , ' � , <br />
