Absent: Council- <br /> mernbers Butler and P7assengale. Also present: City <br /> Adr.tinistrator Benson, Public �aorks Coordinator <br /> Gerhardson, City Attorney t�ialherson, City Engineer <br /> Olson and City Engineer Frank. Absent: Assistant <br /> Building & Zoning Administrator Olson. <br /> Mayor Van ilest announced that this was the time and PUBLIC I�EARING <br /> place for a public hearing concerning an ordinance On-Site Disposal <br /> regulating construction, operation and maintenance <br /> of all on-site se�aage treatr.lent syster.ls within the <br /> City of Orono. City Administrator Dick Benson <br /> presented the Notice of Public Hearing and the <br /> i Affidavit of Publication. <br /> ! r4ayor Van Nest explained the proposed ordinance for <br /> on-site sewage systems within the City of Orono, <br /> corTmr.�enting that the intent of the City is to provide <br /> for inspection of all septic syster.is to i�sure <br /> proper design, construction, location, use and <br /> r.maintenance in the future for the safety, health <br /> and welfare of the citizens of Orono and to avoid <br /> large expenses of providing central sewers where <br /> such expenses can be avoided. <br /> Unidentified person asked how these inspections <br /> will be financed. <br /> 2�Iayor Van Nest stated that the first year will be <br /> financed through our Cor.ununity Developr.�►ent Block <br /> Grant Program, in the ensuing years, each homeowner <br /> will be licensed, monies derived from license fees <br /> will be used to offset these expenditures. <br /> After all persons present had an opportunity to be <br /> heard, the public hearing was adj�u�ned at 7:10 P.�i. <br /> P�4ayor Van Nest announced that this �vas the time and PUBLIC HEARING - <br /> place of a public hearing regarding proposed projects 7 : 12 P.M. <br /> and activities to be funded under Title I of the Block Grant Progr� <br /> Housing and Community Development Act of 1974. City <br /> Administrator Benson presented the Notice of Public <br /> Hearing, the Affidavit of Publication, and the <br /> Certificate of P4ailing. <br /> Mr. P9ark Hendrickson, member of the Fiennepin County <br /> Development Planning Department, discussed the Year IV <br /> Corrununity Developr.lent Block Grant Program stating that: <br /> ' (Continued) <br />
