q :. % <br />• <br />0 <br />40 <br />ORONO BOARD OF REVIEW <br />RECONVENED MONDAY, MAY 14, 2001 <br />ROLL <br />The Orono Board of Review met on the above - mentioned date with the following members <br />present: Acting Mayor Bob Sansevere, Council Members Jim White and Jay Nygard. <br />Representing staff were City Administrator Ron Moorse, City Attorney Tom Barrett, <br />Hennepin County Appraiser Kim Jensen, Hennepin County Appraiser Kevin Wynn and <br />Recorder Alissa Winternheimer. <br />Flint were absent. <br />Mayor Barbara Peterson and Council Member Richard <br />Acting Mayor Sansevere called the meeting to order at 6:30 p.m. <br />APPROVAL OF MINUTES <br />'White moved, and Nygard seconded, to approve the Minutes of the Orono Board of <br />Review Meeting on April 25, 2001. <br />Vote: Ayes 3, Nays 0. <br />COUNCIL ACTION ON ASSESSOR'S RECOMMENDATION - <br />7. Jim Rivers, 1440 Shoreline Drive, 11- 117 -23 -22 -0004, -0005, -0006, -0007, -0010 <br />Jensen stated that Chris Bennett, who made the assessment, had revalued the properties <br />and made the following recommendations to change his original 2001 EMV: <br />11- 117 -23 -22 -0004 <br />$214,000 <br />reduce to <br />$164,000 <br />11- 117 -23 -22 -0005 <br />$275,000 <br />reduce to <br />$235,000 <br />11- 117 -23 -22 -0006 <br />$290,000 <br />reduce to <br />$225,000 <br />11- 117 -23 -22 -0007 <br />$474,000 <br />reduce to <br />$375,000 <br />11- 117 -23 -22 -0010 <br />$1,000 <br />no change <br />$1,000 <br />Bennett stated that substantial increases were made to marina assessments throughout the <br />lake, ranging from 15% to 103 %, mainly because of the sale of the Lakeside Marina, <br />which sold for just under $30,000 per slip. Most marinas were assessed at about $10,000 <br />per slip. He recommended reducing the assessment because he had slightly <br />overestimated the slip size and value of one house on the property. Bennett stated he <br />reduced the assessment in an effort to be conservative because he only had the one recent <br />marina sale on which to base marina value. <br />Rivers argued that the land is being maximized by its current usage, because of the <br />zoning, which is different on either side of Shoreline Drive, he stated that Hennepin <br />County does not understand the zoning of the property and the resulting restrictions on its <br />use.
