The original ordinance language dates back <br /> to at least 1967, and states that"no accessory building or structure shall be constructed on <br /> any lot prior to the time of construction of the principal building to which it is accessory." <br /> The ordinance was amended in 2004 to clarify that nonconforming accessory structures <br /> must be removed at the time of principal building demolition, but that conforming <br /> accessory structures may be allowed to remain under certain circumstances in <br /> conjunction with timely constxuction of a replacement principal building. Since your <br /> demolition occurred in December 2004 ,and no dock was existing at that time, the <br /> provisions for retaining a conforming accessory structure do not apply. <br /> The City has established a policy that docks may be constructed once the principal <br /> building framing is underway. The basis for this timing is that once framing has <br /> commenced, home construction is at stage where it likely will move forward to <br /> completion, whereas before framing a foundation might sit empty for weeks or months. <br /> This policy has been implemented as a less burdensome alternative to prohibiting docks <br /> until a certificate of occupancy for the principal building is issued. <br /> Your options appear to me to include the following: <br /> 1. . Commence house construction and proceed to the framing stage as soon as <br /> possible.
