Jacobs, Building & Fire Inspector <br /> Date: November 3, 1988 <br /> Subject: Building Without a Permit - <br /> Revocation of Burning Permit (#11-306-88) <br /> On November 3, 1988, the City received a complaint that Mr. Henke was <br /> pouring concrete in the rear yard area of his property. At approximately <br /> 15:45 hours, I conducted an inspection in which Mr. Henke was on the <br /> property. As I entered the property, I went and spoke to Mr. Henke and his <br /> first response was "do you have my burning permit with you?" I explained <br /> to Mr. Henke that I did not have his burning permit and that I was there to <br /> check on his property for a code violation of pouring concrete. Mr. Henke <br /> took me back behind the garage and showed me a 3-4' wide section of <br /> concrete by 20' long which he had poured which connected an existing slab <br /> to his already existing garage. I explained to Mr. Henke that this was in <br /> violation of the ordinances and that I would think that he would want to <br /> comply with the ordinances and not have more trouble than he already has. <br /> His statement to this was that if he could not get a permit for it, that he <br /> would break it out because it would stil 1 be green. I told Mr. Henke that <br /> I would have to check with the City Attorney on this matter to find out <br /> what type of action the City would be taking. <br /> As I was leaving the property, Mr. Henke referred to his "No <br /> Treaspassing" signs and told me to obey them and that he was leaving for <br /> City Hall to pick-up his burning permit. I explained to Mr. Henke that his <br /> burning permit was revoked, he continued on past me and went to City Hall. <br /> At that point I met Mr. Henke in City Hall and explained again that his <br /> burning permit was revoked due to the fact that we cannot go onto his <br /> property and check to make sure that he is not violating any conditions of <br /> the burning permit and that burning permits are a privilege, not a <br /> necessity, therefore the permit is revoked. As Mr. Henke was leaving, his <br /> last statement was "Things were going to get worse before they were going <br /> to get better!" <br /> After Mr. Henke left, I wrote a letter to Mr. Henke which will be <br /> hand-delivered by the Orono Police Department that his burning permit has <br /> been revoked. <br />
