� <br /> R t <br /> � � <br /> ' MINUTES OF THE REGDLAR ORONO COUNCIL MEETING HELD MAY 13, 1985 PAGE 1 <br /> ATTENDANCE 7 :00 PM The Orono Council met on the above date with the following <br /> members present: Mayor Butler, Councilmembers Grabek, <br /> Frahm and Tim Adams. Councilmember Lynn Adams arrived at <br /> 7 : 30p.m. The new City Administrator, Mark Bernhardson, was <br /> present. City Attorney Radio and City Engineer Cook were <br /> also present. Building & Zoning Administrator Mabusth, <br /> Assistant Zoning Administrator Gaffron, Public Works <br /> Coordinator Gerhardson, and Recorder Sutton represented the <br /> . City staff . Finance Director Kuehn arrived at 7 : 45 p.m. <br /> CONSENT AGENDA* Councilmember Frahm moved, Councilmember T. Adams seconded, <br /> to approve the Consent Agenda* as submitted with all staff <br /> reports concerning these items to be attached to an original <br /> copy of these minutes on file at the City Clerk' s office. <br /> Motion, Ayes (4 ) , Nays (0 ) . <br /> PUBLIC HEARING <br /> ART CENTER OF MN <br /> PROPOSED SEWER <br /> PROJECT EXTENSION <br /> 7:05 - 8:06 PM Mayor Butler announced that now was the time and place for the <br /> public hearing concerning the proposed sewer project <br /> extension to service the Art Center of Minnesota. Butler <br /> noted the feasibility report done by the City Engineer. <br /> Cit�t Recorder Sutton noted the affidavit of publication and <br /> the certificate of mailing. Marion Gray, Susan Enrieht, and <br /> Toni Richardson were present from the Art Center. Those <br /> present from the audience for this public hearing signed <br /> attendance sheets which are attached to these minutes. <br /> City Engineer Cook explained this project 85-2 provides for a <br /> combination of the Art Center project with project 85-1 <br /> Crystal Bay sewer project. Cook stated that the existing <br /> sanitary sewer system at the Art Center consists of an on- <br /> site septic system. Cook revealed that the Art Center' s <br /> septic system was designed in 1980 for a flow of 1 , 800 <br /> gallons. Cookstated that the City hasreceived information <br /> from the Metropolitan Waste Control Commission (hereafter <br /> MWCC) that the Art Center has the equivalent of 20 units at the <br /> main facility and 8 units at the old school building totaling <br /> 28 units . Cook noted that since that time the hiWCC has <br /> reduced that number to 24 units. Cook explained that the <br /> project would consist of an extension of a sanitary sewer <br /> service to serve the school buiiding from Prospect Avenue. <br /> City Engineer Cook stated the cost estimate for the project <br /> would be $5 , 000 combining it with the total $900 , 000 for the <br /> Crystal Bay project for a total project cost of $905 , 000 . <br /> Cook stated that staff has figured 83 units for the Crystal <br /> Bay project with an additional 10 units for the Art Center. <br /> Cook stated that City staff recommends a total of 10 units for <br /> the Art Center with 7 units for the main building, 1 <br /> additional unit for the old school building, with 2 units for <br /> future expansion of the facility. Cook stated that with the <br /> 93 units for the project, the individual project assessment <br /> cost would be reduced to $9 , 730/unit. Cook mentioned the <br /> Art Center ' s share of the project would be $97 , 300 . <br />
