� <br /> � MrNUTES OF THE ORONO COUNCIL MEETING HELD MARCH 25, 1985. PAGE 1 <br /> ATTENDANCE 7 :12 PM The Orono Council met on the above date with the following <br /> members present : Mayor Butler, Councilmembers Grabek, <br /> Frahm, and Lynn Adams . Councilmember Tim Adams wasabsent. <br /> City Attorney Radio and City Engineer Cook were also present. ' <br /> The following represented the City staff : Public Works <br /> Coordinator Gerhardson, Deputy City Clerk Lattin , Finance <br /> Director Kuehn, Assistant Zoning Administrator Gaffron, <br /> Building Official Jacobs , Police Chief Kilbo, and City <br /> Recorder Sutton. Nancy Husnik from the City Attorney' s <br /> office, Popham, Haik, etc, was also present . Mayor Butler <br /> left the meeting at 7 : 56 p.m. and Councilmember Frahm <br /> continued the meeting as Acting Mayor. <br /> PUBLIC HEARING <br /> 7 :13-7 :20 PM <br /> COMMUNITY DEVELOPMENT <br /> BLOCR GRANT PROGRI�M <br /> Larry Blackstad, Office of Planning & Development, Hennepin <br /> County, was present. City Recorder Sutton noted the <br /> affidavit of publication. Mayor Butler announced that now <br /> was the time and place for the public hearing concerning the <br /> community development block grant program Year XI . There <br /> was no one present from the audience for this public hearing. <br /> Mayor Butler notEd that the City has approximately $28 , 000 in <br /> funds for Year XI . Butler explained that these funds must be <br /> allocated in order for the City to retain these funds. <br /> Larry Blackstad, Senior Plannerforthe Block Grant Program, <br /> stated that the City must set up the administration for the <br /> program. Blackstad stated that the City has an 18 month time <br /> period for when the program is approved by HUD that an <br /> expenditure has to occur . Blackstad stated that the moiiey <br /> discussed tonight would become available to the City on July <br /> l, 1985, and must be expended by January l , 1987 . <br /> Councilmember L. Adamsmoved, Councilmember Frahm seconded, <br /> to direct staff to complete the application for the funding <br /> and send to Hennepin County. Motion, Ayes ( 4 ) , Nays ( 0 ) . <br /> Councilmember L. Adams stated that the priority for the <br /> funding should be used for the Crystal Bay residents for <br /> their hookups to the sewer. <br /> Larry Blackstad stated that there was a sample resolution <br /> given to the Public Works Coordinator regarding the <br /> Community Development Block Grant Program funds . <br /> Public Works Coordinator Gerhardson stated that the <br /> resolution would be on the next Council agenda. <br />
